נוּעַ

(1)  to move to and fro, to vacillate; a word appropriated to this kind of motion. (Gr. Lat. νεύω, nuo, Germ. nicken, wanken, fchwanken. Kindred is נוּם specially used of those who are slumbering, like νυστάζω, Pers. نو يدن). Hence

(a) used of the staggering of drunkards, Isaiah 24:20, 29:9 Psalms 107:27 the blind, Lamentations 4:14 (used figuratively of ways, Proverbs 5:6);

(b) of a tremulous motion, tremor, as of leaves shaken by the wind, Isaiah 7:2 hence of men and things seized with terror, Isaiah 6:4, 7:2 19:1 Exodus 20:18.

(c) used of the tremulous motion of things suspended in the air; to vibrate, to swing to and fro, used of miners suspended in the pits, Job 28:4, דַּלּוּ מֵאֱנוֹשׁ נָעוּ “they hang down from (the dwellings of) men, (and) swing to and fro.” To wave over trees is used metaph, for to rule trees, Judges 9:9, 11 Judges 9:11, 13 Judges 9:13.

(d) used of the motion of a person’s lips when speaking softly, 1 Samuel 1:13.

(2) to wander, Amos 4:8, 8:12 Lamentations 4:14, 15 Jeremiah 14:10 compare the verbs which convey a similar notion, נָדַד and נוּד.

Niphal, pass. of Hiph. to be shaken, used of a tree, to make the apples fall down, Nahum 3:12 of a sieve, Amos 9:9.

Hiphil

(1) act. to move to and fro, to wag, e.g. the head, as in derision; like the ἐπιχαιρέκακοι (compare κινεῖν τὴν κεφαλήν Sir_13:7. Matthew 27:39 and on this phrase see Lakemacher, Obss. Phill. t. ix. Obss. 4), Psalms 22:8, 109:25 Lamentations 2:15; 2 Kings 19:21 followed by בְּ as if to nod with the head, id. Job 16:4 comp. Jeremiah 18:16 also to wave the hand, Zephaniah 2:15 likewise done in derision.

(2) to shake, e.g. a sieve, Amos 9:9 hence to disturb, 2 Kings 23:18.

(3) causatt. of Kal No. 1, to cause to stagger. Daniel 10:10, “lo! a hand touched me וַתְּנִיעֵנִי עַל־בִּרְכַּי וְכַפּוֹת יָדַי and set me to reel (so that, although reeling and trembling, I stood) on my knees and the palms of my hands.”

(4) causat, of Kal No. 2, to cause to wander about; πλάζω, Numbers 32:13; Psalms 59:12; 2 Samuel 15:20.
