שָׁקַף not used in Kal; prob. to lay upon (überlegen, darüberlegen), to lay over; specially planks and beams, to cover with planks, i.q. Arab. سقف; Gr. σκεπάω, σκεπάζω. Hence שֶׁקֶף, שְׁקֻפִים, מַשְׁקֹף.
Niphal, to lie out over any thing (fich vorn überlegen, vorbiegen; Gr. παρακύπτειν); especially in order to look out; hence to look out, to look forth (compare under צָפָה) from a window (בְּעַד חַחַלּוֹן) Judges 5:28; 2 Samuel 6:16 also used of a mountain which hangs over a region, Numbers 21:20, 23:28. Metaphorically, Jerem. 6:1, “calamity impends from the north.” (Arab. أَسْقَفُ long and at the same time bending, of the neck of the ostrich, used of a tall person who hangs down his head.)
Hiphil, id., specially הִשְׁקִיף מִשָּׁמַיִם to look forth (God) from heaven, Psalms 14:2, 53:3 85:12 to look forth from a window, Genesis 26:8.
