“Therefore, this is what the Lord says about the king of Assyria:
Therefore thus says the LORD concerning the king of Ashshur, He shall not come to this city, nor shoot an arrow there, neither shall he come before it with shield, nor cast up a mound against it.
Therefore thus saith the Lord concerning the king of Assyria, He shall not come into this city, nor shoot an arrow there, nor come before it with shields, nor cast a bank against it.
"Therefore thus says the Lord concerning the king of Assyria: He shall not come into this city or shoot an arrow there or come before it with a shield or cast up a siege mound against it.
"Therefore, this is what the LORD says about the king of Assyria: 'He will not come to this city nor shoot an arrow there; and he will not come before it with a shield, nor heap up an assault ramp against it.
"So this is what the Lord says about the king of Assyria: ‘He will not enter this city or even shoot an arrow here. He will not fight against it with shields or build a ramp to attack the city walls.
"Therefore, the LORD says this concerning the king of Assyria, 'He will not come into this city or shoot an arrow there, or come before it with shield, or raise an assault ramp against it.
Therefore thus says Yahweh concerning the king of Assyria, He shall not come to this city, nor shoot an arrow there, neither shall he come before it with shield, nor cast up a mound against it.
Therefore thus sayth the Lord, concerning the King of Asshur, He shall not enter into this citie, nor shoote an arrow there, nor come before it with shield, nor cast a mount against it.
"Therefore, thus says Yahweh concerning the king of Assyria, ‘He will not come to this city or shoot an arrow there; and he will not come before it with a shield or throw up a siege ramp against it.
So this is what the LORD says about the king of Assyria: 'He will not enter this city or shoot an arrow into it. He will not come before it with a shield or build up a siege ramp against it.
I promise that the king of Assyria won't get into Jerusalem, or shoot an arrow into the city, or even surround it and prepare to attack.
"Therefore this is what Adonai says concerning the king of Ashur: " ‘He will not come to this city or even shoot an arrow there; he will not confront it with a shield or erect earthworks against it.
Therefore thus saith Jehovah concerning the king of Assyria: He shall not come into this city, nor shoot an arrow there, nor come before it with shield, nor cast a bank against it.
So the Lord says this about the king of Assyria: "He will not come into this city or shoot an arrow here. He will not bring his shields up against this city or build up a hill of dirt to attack its walls.
Therefore thus says the LORD concerning the king of Assyria: He shall not enter this city nor shoot an arrow there nor come before it with shields nor cast siege-works against it.
"And this is what the Lord has said about the Assyrian emperor: ‘He will not enter this city or shoot a single arrow against it. No soldiers with shields will come near the city, and no siege mounds will be built around it.
Therefore thus says Yahweh concerning the king of Assyria: ‘He shall not come to this city, and he shall not shoot an arrow there, and he shall not meet it with a shield, and he shall not heap a siege ramp up against her.
So Jehovah says this to the king of Assyria, He shall not come into this city, nor shoot an arrow there, nor come before it with a shield, nor pour out a siege mound on it.
Therfore thus saieth the LORDE, cocernynge the kinge of the Assirians: He shall not come in to the citie, and shal shute no arowe in to it, there shall no shilde hurte it, nether shal they graue aboute it.
Therefore thus saith Jehovah concerning the king of Assyria, He shall not come unto this city, nor shoot an arrow there, neither shall he come before it with shield, nor cast up a mound against it.
For this cause the Lord says about the king of Assyria, He will not come into this town, or send an arrow against it; he will not come before it with arms, or put up an earthwork against it.

So the Lord says about the king of Assyria, ‘He will not come to this city or shoot an arrow there. He will not come before it with a battle-covering, or build a battle-wall against it.
"Therefore thus says the Lord concerning the king of Assyria: He shall not come into this city, shoot an arrow there, come before it with a shield, or cast up a siege ramp against it.
Therefore, thus, saith Yahweh, concerning the king of Assyria, He shall not enter this city, Nor shoot there, an arrow, - Nor attack it with shield, Nor cast up against it a mound:
Wherefore thus saith the Lord concerning the king of the Assyrians: He shall not come into this city, nor shoot an arrow into it, nor come before it with shield, nor cast a trench about it.
"Therefore thus says the LORD concerning the king of Assyria: He shall not come into this city, or shoot an arrow there, or come before it with a shield, or cast up a siege mound against it.
Therefore, thus said Jehovah, Concerning the king of Asshur: He doth not come in unto this city, Nor doth he shoot there an arrow, Nor doth he come before it [with] shield, Nor doth he pour out against it a mount.
"Finally, this is God 's verdict on the king of Assyria: "‘Don't worry, he won't enter this city, won't let loose a single arrow, Won't brandish so much as one shield, let alone build a siege ramp against it. He'll go back the same way he came. He won't set a foot in this city. God 's Decree. I've got my hand on this city to save it, Save it for my very own sake, but also for the sake of my David dynasty.'"

Therefore thus saith the Lord concerning the king of Assyria,.... The issue of his expedition, and the fruitfulness of it; how vain his attempts would be, and how successless in this undertaking:
he shall not come into this city; shall not enter into it, and take possession of it, though so sure of it; or, "shall not come unto it w"; for some think he never was any nearer it than Libnah, from whence he sent his letters to Hezekiah, Isaiah 37:8,
nor shoot an arrow there; neither he nor his archers, so as to annoy or kill anyone person in it:
nor come before it with shields; or, "with a shield"; that is, he himself with one; otherwise his army under Rabshakeh was before it with men armed with shields; or the sense is, he shall not prevent it, or seize upon it, with his shielded men:
nor cast a bank against it; raise a mount, in order to fix his batteries upon, and play his artillery from, and shoot his arrows in to greater advantage.

Barnes' Notes on the Bible
He shall not come into this city - Sennacherib encamped probably on the northeast side of the city, and his army was destroyed there (see the notes at Isaiah 10:28 ff.)
Nor shoot an arrow there - That is, nor shoot an arrow within the walls of the city.
Nor come before it with shields - (See the note at Isaiah 21:5). The meaning here is, that the army should not be permitted to come before the city defended with shields, and prepared with the means of attack and defense.
Nor cast a bank against it - A mound; a pile of earth thrown up in the manner of a fort to defend the assailants, or to give them an advantage in attacking the walls. Sieges were conducted by throwing up banks or fortifications, behind which the army of attack could be secure to carry on their operations. Towers filled with armed men were also constructed, covered with hides and other impenetrable materials, which could be made to approach the walls, and from which those who were within could safely conduct the attack.
