Combined these mean "repeat a cycle". During the rain season, repeated each year, the riverbeds become full of water. The surrounding land is soaked with water allowing for the planting of crops.

Po`l. Imperfect 3 masculine singular suffix וַתְּשֹׁקֶקֶהָ Psalm 65:10 thou (׳י) hast visited the earth and given it abundance (Hup Che and others; > Vrss thought of הִשְׁקָה irrigate, so Bae EV).
Hiph`il Perfect consecutive וְהֵשִׁיקוּ הַיְקָבִים תִּירוֺשׁ Joel 2:24 the vats overflow with must, so (accusative omitted) Joel 4:13.
III. שׁוק (√ of following; Ba Esther 46 compare Arabic attract, impel, of desire, affection, desire, but = שׁ is doubtful; perhaps therefore (compare Buhl) compare drive, see שׁוק; or read תְּשׂוּקָה; on Late Hebrew שׁוק, השׁתוקק, see Nes ZAW xxiv (1904), 312 f f.).
שׁוּק not used in Kal.
(1) to run, like the kindred שָׁקַק; whence שׁוֹק leg, and שׁוּק street.
(2) to run after, to desire, to long for any thing; whence תְּשׁוּקָה desire, longing. Arabic شاق to excite desire; V. to manifest desire; شَوْقُ desire.
Hiphil, to run over, to overflow (überlaufen); followed by an acc. of thing (with any thing), Joel 2:24, הֵשִׁיקוּ הַיְקָבִים תִּירוֹשׁ “the vats overflow with must.”
Pilpel שׁוֹקֵק causat. to cause to overflow, or abound (used of the earth), Psalms 65:10.
