THE MESSAGE
If a hostile witness stands to accuse someone of a wrong, then both parties involved in the quarrel must stand in the Presence of God before the priests and judges who are in office at that time. The judges must conduct a careful investigation; if the witness turns out to be a false witness and has lied against his fellow Israelite, give him the same medicine he intended for the other party. Clean the polluting evil from your company. People will hear of what you've done and be impressed; that will put a stop to this kind of evil among you. Don't feel sorry for the person: It's life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

14You do not remove a border of your neighbor, which they of former times have made, in your inheritance, which you inherit in the land which your God YHWH is giving to you to possess it. 15One witness does not rise against a man for any iniquity and for any sin, in any sin which he sins; by the mouth of two witnesses or by the mouth of three witnesses is a thing established. 16When a violent witness rises against a man to testify against him apostasy,17then both of the men who have the strife have stood before YHWH, before the priests and the judges who are in those days, 18and the judges have searched diligently, and behold, the witness [is] a false witness who has testified a falsehood against his brother, 19then you have done to him as he devised to do to his brother, and you have put away evil out of your midst, 20and those who are left hear and fear, and do not add to do according to this evil thing in your midst anymore. 21And your eye does not pity—life for life, eye for eye, tooth for tooth, hand for hand, foot for foot."

Gill's Notes on the Bible

If a false witness rise up against any man,.... In a court of judicature:

to testify against him: that which is not true of him, let it be in what case it will; Aben Ezra instances in idolatry, but it holds good of any other.

Barnes' Notes on the Bible

Testify against him that which is wrong - Margin, more literally, “a falling away.” The word is used Deuteronomy 13:5 to signify apostasy or revolt; here it is no doubt to be understood in the wider sense of any departure from the Law.
