When the skies are shut and there is no rain,because they have sinned against you,and they pray toward this placeand praise your name,and they turn from their sinsbecause you are afflicting them,

"The time will come when the skies are shut up tightly and no rain falls because your people sinned against you. When they direct their prayers toward this place, renew their allegiance to you, and turn away from their sin because you punish them,
"When the heavens are shut up and there is no rain because they have sinned against You, and they pray toward this place and praise Your name and turn from their sin when You afflict them,

When heauen shalbe shut vp, & there shalbe no raine because they haue sinned against thee, and shall pray in this place, and confesse thy Name, and turne from their sinne, when thou doest afflict them,
"When the heavens are shut up and there is no rain, because they have sinned against You, and they pray toward this place and confess Your name and turn from their sin when You afflict them,
Suppose your people sin against you, and you punish them by holding back the rain. If they turn toward this temple and pray in your name and stop sinning,
"When they sin against you, and in consequence the sky is shut, so that there is no rain; then, if they pray toward this place, acknowledge your name and turn from their sin when you have brought them low;
When the heavens are shut up, and there is no rain, because they have sinned against thee; if they pray toward this place, and confess thy name, and turn from their sin, because thou hast afflicted them;
"Sometimes they will sin against you, and you will stop the rain from falling on their land. Then they will pray toward this place and praise your name. You make them suffer, and they will be sorry for their sins.
When the heavens are shut up and there is no rain because they have sinned against thee; and they shall come and pray in this place and confess thy name and turn from their sins, when thou dost afflict them;
When you shut up the heavens so there is no rain because they have sinned against you, then they pray to this place and they confess your name and they return from their sin because you punished them,
When the heavens are restrained, and there is no rain, because they have sinned against You, and they have prayed toward this place, and confess Your name, and have turned from their sin because You have afflicted them,
Whan the heauen is shut vp, so yt it rayneth not (for so moch, as they haue synned agaynst the) and yf they make their prayer in this place, and knowlege thy name, and turne from their synnes wha thou troublest them,

"When heaven is shut up and there is no rain because they have sinned against thee, if they pray toward this place, and acknowledge thy name, and turn from their sin, when thou dost afflict them,
When the skies shrivel up and there is no rain because your people have sinned against you, but then they pray at this place, acknowledging your rule and quitting their sins because you have scourged them, Listen from your home in heaven, forgive the sins of your servants, your people Israel. Then start over with them: Train them to live right and well; send rain on the land you gave your people as an inheritance.

When heaven is shut up,.... As it may be said to be when the air is quite serene, and not a cloud in it:
and there is no rain; in its season, neither the former nor the latter, as it was in the times of Elijah:
because they have sinned against thee; want of rain was threatened in case of sin, and was always the effect of it, Leviticus 26:19,
if they pray towards this place; in any part of the country where they were; for it sometimes rained on one city, and not on another, Amos 4:7
and confess thy name; own his power and his providence, and the justness of his dealings with them:
and turn from their sin, when thou afflictest them; their affliction being made useful, to bring them to a sense of their sin, and to repentance for it, and reformation from it; or, "when thou hearest" or "answerest them" g; so the Targum, receives their prayer; thus the goodness of God leads to repentance.

Clarke's Notes on the Bible
Verse 35. When the heaven is shut up, and there is no rain — The THIRD case. When, because of their sin, and their ceasing to walk in the good way in which they should have walked, God refuses to send the early and latter rain, so that the appointed weeks of harvest come in vain, as there is no crop: then, if they pray and confess their sin, hear thou in heaven, &c.
