⁸ Lord , laugh at them. Make fun of them all. ⁹ God, my strength, I look to you for help. You are my place of safety, high in the mountains. ¹⁰ God loves me, and he will help me win. He will help me defeat my enemies. ¹¹ Don't just kill them, or my people might forget. My Lord and Protector, scatter and defeat them with your strength. ¹² Those evil people curse and tell lies. Punish them for what they said. Let their pride trap them. ¹³ Destroy them in your anger. Destroy them completely! Then people all over the world will know that God rules over the people of Jacob. Selah ¹⁴ Those evil men are like dogs that come into town in the evening, growling and roaming the streets. ¹⁵ They roam around looking for food, but even if they eat their fill, they still growl and complain. ¹⁶ But I will sing about your strength. Disappoint their counsels, hinder them from performing their enterprise; send them back with shame and confusion, and expose them to the laughter and derision of others; as Saul's messengers were, when instead of David they found an image in the bed, with a pillow of goats' hair for its bolster,

1 Samuel 19:16; the same is said as here with respect to the enemies of Christ, Psalms 2:4;

thou shall have all the Heathen in derision: either David's enemies, who, though Israelites, yet acted like Heathens to him, as in Psalms 59:5; or the Gentiles that were gathered together against Christ, Psalms 2:1; or the antichristian states and powers, who will be triumphed over at the time of their ruin, Revelation 18:20; and even all the wicked at the last day, Proverbs 1:26.

Barnes' Notes on the Bible

But thou, O Lord, shalt laugh at them - That is, God will hear them, and will have all their efforts in derision, or will treat them with contempt. See Psalms 2:4, note; Psalms 37:13, note.

Thou shalt have all the heathen in derision - All those referred to in this psalm - the enemies of David - who have the character, and who manifest the spirit of the pagan; that is, of those who are not actuated by true religion. See the notes at Psalms 59:5. This verse expresses the strong conviction of David, that all the efforts of his enemies would be vain; that God “would be” his Protector; and that he would save him from their evil designs.
