THE MESSAGE
Solomon collected chariots and horses: fourteen hundred chariots and twelve thousand horses! He stabled them in the special chariot cities as well as in Jerusalem. The king made silver as common as rocks and cedar as common as the fig trees in the lowland hills. His horses were brought in from Egypt and Cilicia, specially acquired by the king's agents. Chariots from Egypt went for fifteen pounds of silver and a horse for about three and three-quarter pounds of silver. Solomon carried on a brisk horse-trading business with the Hittite and Aramean royal houses.

14 The weight of gold that came to Solomon annually was 25 tons, 15 besides what came from merchants, traders' merchandise, and all the Arabian kings and governors of the land. 16 King Solomon made 200 large shields of hammered gold; 15 pounds of gold went into each shield. 17 He made 300 small shields of hammered gold; about four pounds of gold went into each shield. The king put them in the House of the Forest of Lebanon. 18 The king also made a large ivory throne and overlaid it with fine gold. 19 The throne had six steps; there was a rounded top at the back of the throne, armrests on either side of the seat, and two lions standing beside the armrests. 20 Twelve lions were standing there on the six steps, one at each end. Nothing like it had ever been made in any other kingdom. 21 All of King Solomon's drinking cups were gold, and all the utensils of the House of the Forest of Lebanon were pure gold. There was no silver, since it was considered as nothing in Solomon's time, 22 for the king had ships of Tarshish at sea with Hiram's fleet, and once every three years the ships of Tarshish would arrive bearing gold, silver, ivory, apes, and peacocks. 23 King Solomon surpassed all the kings of the world in riches and in wisdom.

And Solomon gathered together chariots and horsemen,.... Both for war; for though it was a time of peace, he provided against the worst, lest an enemy should come upon him suddenly, and when unprepared:

and he had one thousand and four hundred chariots, and twelve thousand horsemen; of the latter :-

whom he bestowed in the cities for chariots, and with the king at Jerusalem; some of the horsemen were quartered in the cities where the chariots were placed, and some of them in Jerusalem, to be near the king's person, and to be a guard to him on occasion. Josephus f says, half of them were in Jerusalem about the king, and the rest were dispersed through the king's villages.

Barnes' Notes on the Bible

See 1 Kings 4:26 note. Until the time of Solomon, war-chariots had not been in use among the Jews, except to a very small extent 1 Chronicles 18:4. Hence, it was necessary for him to put himself on an equality in this respect with neighboring powers.

Cities for chariots - They were probably fortresses upon the borders of his territory, in which he maintained the standing army necessary for the support of his dominion.
