THE MESSAGE
The leaders of the people were already living in Jerusalem, so the rest of the people drew lots to get one out of ten to move to Jerusalem, the holy city, while the other nine remained in their towns. The people applauded those who voluntarily offered to live in Jerusalem. These are the leaders in the province who resided in Jerusalem (some Israelites, priests, Levites, Temple staff, and descendants of Solomon's slaves lived in the towns of Judah on their own property in various towns; others from both Judah and Benjamin lived in Jerusalem): From the family of Judah: Athaiah son of Uzziah, the son of Zechariah, the son of Amariah, the son of Shephatiah, the son of Mahalalel, from the family line of Perez; Maaseiah son of Baruch, the son of Col-Hozeh, the son of Hazaiah, the son of Adaiah, the son of Joiarib, the son of Zechariah, the son of the Shilonite. The descendants of Perez who lived in Jerusalem numbered 468 valiant men. From the family of Benjamin: Sallu son of Meshullam, the son of Joed, the son of Pedaiah, the son of Kolaiah, the son of Maaseiah, the son of Ithiel, the son of Jeshaiah, and his brothers Gabbai and Sallai: 928 men. The chief officer over the Levites in Jerusalem was Uzzi son of Bani, the son of Hashabiah, the son of Mattaniah, the son of Mica. Uzzi was one of Asaph's descendants, singers who led worship in The Temple of God. The singers got their orders from the king, who drew up their daily schedule. Pethahiah son of Meshezabel, a descendant of Zerah son of Judah, represented the people's concerns at the royal court. Some of the Judeans lived in the villages near their farms: Kiriath Arba (Hebron) and suburbs Dibon and suburbs Jekabzeel and suburbs Jeshua Moladah Beth Pelet Hazar Shual Beersheba and suburbs Ziklag Meconah and suburbs En Rimmon Zorah Jarmuth Zanoah Adullam and their towns Lachish and its fields Azekah and suburbs. They were living all the way from Beersheba to the Valley of Hinnom. The Benjaminites from Geba lived in: Micmash Aijah Bethel and its suburbs Anathoth Nob and Ananiah Hazor Ramah and Gittaim Hadid, Zeboim, and Neballat Lod and Ono and the Valley of the Craftsmen. Also some of the Levitical groups of Judah were assigned to Benjamin.

Contextual Overview

¹ The nation's leaders and their families settled in Jerusalem. But there was room for only one out of every ten of the remaining families, and so they asked God to show them who would live there. ² Then everyone else asked God to bless those who were willing to live in Jerusalem. ³ Some of the people of Israel, the priests, the Levites, the temple workers, and the descendants of Solomon's servants lived on their own property in the towns of Judah. But the leaders of the province lived in Jerusalem with their families. ⁴From the Judah tribe, two leaders settled in Jerusalem with their relatives. One of them was Athaiah son of Uzziah. His ancestors were Zechariah, Amariah, Shephatiah, Mahalalel, and Perez, the son of Judah. From the descendants of Perez, four hundred sixty-eight of the best men lived in Jerusalem. The other leader from Judah was Maaseiah the son of Baruch. His ancestors were Colhozeh, Hazaiah, Adaiah, Joiarib, Zechariah, and Shelah, the son of Judah. ⁷From the Benjamin tribe, three leaders settled in Jerusalem. Barnes' Notes on the Bible

See the margin reference notes. Both accounts appear to be extracts from a public official register which Nehemiah caused to be made of his census. The census itself seems to have been confined to the dwellers at Jerusalem. The subjoined table exhibits the differences between the accounts of the entire population of Jerusalem as given in Nehemiah and in Chronicles:

According to Nehemiah’s numbers, supplemented from Chronicles, the entire adult male population of the city was 3,734, which would give a total population of 14,936. According to Chronicles, supplemented from Nehemiah, the adult males were 4,370, and consequently the entire population, would have been 17,480. As the Nethinims and the Israelites of Ephraim and Manasseh 1 Chronicles 9:3 are not included in either list, we may conclude that the actual number of the inhabitants, after the efforts recorded in Nehemiah 11:1-2, was not much short of 20,000.

Nehemiah 11:16

The outward business of the house of God - Such as the collection of the newly-imposed tax Nehemiah 10:32, the providing of the regular sacrifices, the renewal of vestments, and the like.

Nehemiah 11:17

The principal to begin the thanksgiving - i. e., “the precentor,” or “leader of the choir.”
