¹ And the secod lot came out to Simeon, euen for the tribe of the children of Simeon by their kinreds: And their inheritauce was in the middes of the inheritaunce of the children of Iuda. ² And they had in their inheritaunce, Beersabe, Sabe, and Moladah, ³ Hazorsual, Balah, and Azem, ⁴ Eltholad, Bethul, and Hormah, ⁵ Zikelag, Bethmarcaboth, and Hazetsusah, ⁶ Bethlebaoth, & Saruhen, thirteene cities with their villages. ⁷ Ain, Remmon, Ether, & Asan, foure cities with their villages. ⁸ And therto all the villages that were rounde about these cities, euen to Balasah Beer, and Ramath southward. This is the inheritaunce of the tribe of the children of Simeon throughout their kinredes. ⁹ Out of the lot of the children of Iuda, came the inheritaunce of the children of Simeon: For the part of the children of Iuda was to much for them, and therfore the children of Simeon had their inheritaunce in the inheritaunce of them.

And Eltolad, and Bethul, and Hormah. These were all cities of Judah, Joshua 15:30; Eltolad is the same with Tolad, and Bethul with Bethuel, 1 Chronicles 4:29, and with Chesil, Joshua 15:30, mentioned there along with Hormah; Joshua 15:30- :.

Barnes' Notes on the Bible

The inheritance of Simeon was taken out of the portion of Judah, which proved on experience to be larger than the numbers of that tribe required. The Simeonite territory is described by its towns, of which fourteen were in the Negeb, and four others Joshua 19:7 partly in the Negeb and partly in “the valley.” On the narrow confines here assigned to Simeon, and its insignificant position altogether among the Twelve tribes, see Deuteronomy 33:6 note.

Thirteen - Fourteen names have been given. The error is probably due to the use of letters for numbers, which has led to many similar mistakes in other places (see Joshua 15:32).
