This is what the Lord of Armies, the God of Israel, says: “When I restore their fortunes, they will once again speak this word in the land of Judah and in its cities: ‘May the Lord bless you, righteous settlement, holy mountain.’
Thus says the LORD of Hosts, the God of Yisra'el, Yet again shall they use this speech in the land of Yehudah and in the cities of it, when I shall bring again their captivity: the LORD bless you, habitation of righteousness, mountain of holiness.
Thus saith the Lord of hosts, the God of Israel; As yet they shall use this speech in the land of Judah and in the cities thereof, when I shall bring again their captivity; The Lord bless thee, O habitation of justice, and mountain of holiness.
Thus says the Lord of hosts, the God of Israel: "Once more they shall use these words in the land of Judah and in its cities, when I restore their fortunes: "‘The Lord bless you, O habitation of righteousness, O holy hill!'
This is what the LORD of armies, the God of Israel says: "Once again they will speak this word in the land of Judah and in its cities when I restore their fortunes, 'The LORD bless you, O place of righteousness, O holy hill!'
The Lord All-Powerful, the God of Israel, says: "I will again do good things for the people of Judah. At that time the people in the land of Judah and its towns will again use these words: ‘May the Lord bless you, home of what is good, holy mountain.'
Thus says Yahweh of Hosts, the God of Israel, Yet again shall they use this speech in the land of Judah and in the cities of it, when I shall bring again their captivity: Yahweh bless you, habitation of righteousness, mountain of holiness.
Thus saith the Lord of hostes, the God of Israel, Yet shall they say this thing in the land of Iudah, and in the cities thereof, when I shall bring againe their captiuitie, The Lorde blesse thee, O habitation of iustice and holy mountaine.
Thus says Yahweh of hosts, the God of Israel, "Once again they will speak this word in the land of Judah and in its cities when I return their fortunes,‘Yahweh bless you, O abode of righteousness,O holy hill!'
This is what the LORD of Hosts, the God of Israel, says: "When I restore them from captivity, they will once again speak this word in the land of Judah and in its cities: 'May the LORD bless you, O righteous dwelling place, O holy mountain.'
The Lord All-Powerful, the God of Israel, said: I promise to set the people of Judah free and to lead them back to their hometowns. And when I do, they will once again say, "We pray that the Lord will bless his home, the sacred hill in Jerusalem where his temple stands."
In it will live together Y'hudah and all its cities, the farmer and those who lead the flocks.
Thus saith Jehovah of hosts, the God of Israel: They shall again use this speech, in the land of Judah and in the cities thereof, when I shall turn their captivity: Jehovah bless thee, O habitation of righteousness, mountain of holiness!
This is what the Lord All-Powerful, the God of Israel, says: "I will again do good things for the people of Judah. I will bring back those who were taken away as prisoners. At that time the people in the land of Judah and in its towns will once again use these words: ‘May the Lord bless you, good home and holy mountain!'
Thus says the LORD God of hosts, the God of Israel: From henceforth they shall use this saying in the land of Judah and in its cities, when I shall bring them back from their captivity: The LORD bless you, O habitation of righteousness, O holy mountain.
The Lord Almighty, the God of Israel, says, "When I restore the people to their land, they will once again say in the land of Judah and in its towns, ‘May the Lord bless the sacred hill of Jerusalem, the holy place where he lives.'
Thus says Yahweh of hosts, the God of Israel, "They will again say these words in the land of Judah and in its towns at my restoring their fortunes, ‘Yahweh bless you, O settlement of righteousness, O hill of holiness.'
So says Jehovah of Hosts, the God of Israel: Again they will speak this Word in the land of Judah, and in its cities, when I turn again their captivity, saying , Jehovah bless you, O home of righteousness, O holy mountain!
For thus saieth the LORDE of hoostes the God of Israel: It will come therto, that when I haue brought Iuda out of captiuyte, these wordes shalbe herde in ye londe and in his cities: The LORDE, which is the fayre brydegrome of rightuousnesse, make the frutefull, o thou holy hill:
Thus saith Jehovah of hosts, the God of Israel, Yet again shall they use this speech in the land of Judah and in the cities thereof, when I shall bring again their captivity: Jehovah bless thee, O habitation of righteousness, O mountain of holiness.
So the Lord of armies, the God of Israel, has said, Again will these words be used in the land of Judah and in its towns, when I have let their fate be changed: May the blessing of the Lord be on you, O resting-place of righteousness, O holy mountain.
And Judah and all the cities thereof shall dwell therein together: the husbandmen, and they that go forth with flocks.
Thus saith the Lord of hosts the God of Israel, As yet they shall vse this speech in the land of Iudah, and in the cities thereof, when I shall bring againe their captiuitie, The Lord blesse thee, O habitation of iustice, and mountaine of holinesse.
For thus saith the Lorde of hoastes the God of Israel: It wyl come therto, that when I haue brought Iuda out of captiuitie, these wordes shalbe hearde in the lande and in his cities, The Lord blesse thee O thou dwellyng place of ryghteousnesse, O thou holy hyll.
and upon Cariathaim, and upon the house of Gaemol, and upon the house of Maon,
Thus saith the LORD of hosts, the God of Israel: Yet again shall they use this speech in the land of Judah and in the cities thereof, when I shall bring again their captivity: The LORD bless thee, O habitation of justice, O mountain of holiness.
The Lord of oostis, God of Israel, seith these thingis, Yit thei schulen seie this word in the lond of Juda, and in the citees therof, whane Y schal turne the caytifte of hem, The Lord blesse thee, thou fairnesse of riytfulnesse, thou hooli hil.
Thus says Yahweh of hosts, the God of Israel, Yet again they shall use this speech in the land of Judah and in the cities thereof, when I shall bring again their captivity: Yahweh bless you, O habitation of righteousness, O mountain of holiness.
Thus saith the LORD of hosts, the God of Israel; As yet they shall use this speech in the land of Judah and in her cities, when I shall bring again their captivity; The LORD bless thee, O habitation of justice, mountain of holiness.
The Lord God of Israel who rules over all says, "I will restore the people of Judah to their land and to their towns. When I do, they will again say of Jerusalem, ‘May the Lord bless you, you holy mountain, the place where righteousness dwells.'
Thus says the LORD of hosts, the God of Israel: "They shall again use this speech in the land of Judah and in its cities, when I bring back their captivity: "The LORD bless you, O home of justice, and mountain of holiness!'
This is what the Lord of Heaven's Armies, the God of Israel, says: "When I bring them back from captivity, the people of Judah and its towns will again say, ‘The Lord bless you, O righteous home, O holy mountain!'
The Lord of All, the God of Israel, says, "When I bring them back to their own land, once again the people in the land of Judah and in its cities will speak these words: ‘May the Lord bring good to you, O place that is right with God, O holy hill!'
Thus says the Lord of hosts, the God of Israel: Once more they shall use these words in the land of Judah and in its towns when I restore their fortunes: "The Lord bless you, O abode of righteousness, O holy hill!"
Thus, saith Yahweh of hosts, God of Israel, Again, shall they say this word, in the land of Judah and in the cities thereof, when I cause their captivity to return, Yahweh, bless thee, Thou home of righteousness! Thou mountain of holiness!
Thus saith the Lord of hosts, the God of Israel: As yet shall they say this word in the land of Juda, and in the cities thereof, when I shall bring back their captivity: The Lord bless thee, the beauty of justice, the holy mountain.
Thus says the LORD of hosts, the God of Israel: "Once more they shall use these words in the land of Judah and in its cities, when I restore their fortunes: 'The LORD bless you, O habitation of righteousness, O holy hill!'
Thus said Jehovah of Hosts, God of Israel, Still they say this word in the land of Judah, And in its cities, In My turning back [to] their captivity, Jehovah doth bless thee, habitation of righteousness, Mountain of holiness.
A Message from Israel's God -of-the-Angel-Armies: "When I've turned everything around and brought my people back, the old expressions will be heard on the streets: ‘ God bless you!'... ‘O True Home!'... ‘O Holy Mountain!' All Judah's people, whether in town or country, will get along just fine with each other.
Thus says the LORD of hosts, the God of Israel, "Once again they will speak this word in the land of Judah and in its cities when I restore their fortunes, 'The LORD bless you, O abode of righteousness, O holy hill!'

Thus saith the Lord of hosts, the God of Israel,.... The Governor of the whole world, the Lord of armies above and below; and yet has a peculiar regard to Israel, his spiritual Israel, whose covenant God and Father he is; and is to be believed in what he after says, the fulfilment of which may be depended on:
as yet they shall use this speech in the land of Judah, and in the cities thereof, when I shall bring again their captivity; not the Babylonish captivity, but their present one; for, upon their return from Babylon, though there was a reformation among them, by means of Ezra, and Nehemiah, and others, yet not so great an one as is here suggested; when, by way of salutation and prayer, the following words will be said by all that know them, and wish well to them, as had been heretofore:
the Lord bless thee, O habitation of justice, [and] mountain of holiness; for now Jerusalem will be the habitation of righteous men, and every pot or person in it, and in "Judah, shall be holiness to the Lord", Zechariah 14:21; and so shall be blessed of God, and pronounced blessed by men, by all good men, among the Gentiles, who will rejoice at their conversion, restoration, and reformation.
Barnes' Notes on the Bible
As yet - Or, Again, once move. The prophet now turns to Judah. By the mountain of holiness is meant not the temple only, but all Jerusalem, of which the temple was the most sacred spot, and that by which all the rest was made holy.

Verse Jeremiah 31:23. The Lord bless thee, O habitation of justice — After their return they shall be remarkably prosperous. Piety and industry shall go hand in hand; they shall have their husbandmen, their shepherds, and neatherds, Jeremiah 31:24. And Jerusalem shall become a righteous city, and the temple shall be a place of holiness; so the weary there shall have rest, and the sorrowful shall be abundantly comforted, Jeremiah 31:24-25.
