For חֶרֶב נְטוּטָה Isaiah 21:15 ("" קֶשֶׁת דְּרוּכָה) read perhaps לְטוּשָׁה׳ח.

Niph`al Perfect 3 feminine singular נִטְּשָׁה Amos 5:2; 3 plural נִטְּשׁוּ Isaiah 16:8; Isaiah 33:23; Imperfect 3 masculine plural וַיִּנָָּֽטְשׁוּ Judges 15:9 2t.; —

1 be forsaken, Amos 5:2 she (Israel) lieth forsaken (עַל location).

2 be loosened or loose (properly be let alone, left to hang down) of ship's tackle Isaiah 33:23.

3 be let go, spread abroad, of warriors, Judges 15:19; 2 Samuel 5:18,22 (all with ב location, for purpose of plunder); of tendrils of vine Isaiah 16:8 (figurative of Moab).

Gesenius' Hebrew and Chaldee Definition

נָטַשׁ fut. יִטּוֹשׁ to send away, to let go (laffen).

(1)  to leave, i.e. to forsake, to desert (verlaffen), i.q. עָזַב; e.g. used of God as to a people, Judges 6:13; 1 Samuel 12:22; 1 Kings 8:57; 2 Kings 21:14 and on the other hand used of a people as to God, Deuteronomy 32:15 also to leave a thing, i.e. to let go (fahren laffen, aufgeben), 1 Samuel 10:2.

(2) to let go, i.q. to disperse, to spread abroad; compare נִשְׁמַט; 1 Samuel 30:16, נְטֻשִׁים “spread abroad;” Intrans. to spread oneself. 1 Samuel 4:2, וַתִּטּשׁ הַמִּלְחָמָה “and the battle spread itself;” compare Niph. No. 1.

(3) to commit to the care of any one; followed by עַל 1 Samuel 17:20, 22 1 Samuel 17:22, 28 1 Samuel 17:28.

(4) to let alone (liegen laffen), e.g. a field in the sabbatical year, Exodus 23:11 to let rest (used of strife), Proverbs 17:14.

(5) to remit a debt, Nehemiah 10:32.

(6) Followed by an acc. of pers. and לְ of thing, to admit some one to something, to permit it to him, Genesis 31:28.

(7) to let go, and more strongly to cast out. Eze. 29:5 וּנְטַשְׁתִּיךָ הַמִּדְבָּרָה “I will cast thee out into a desert country,” Ezekiel 32:4.

(8) to let out, i.e. to draw out (a sword), Isaiah 21:15 compare שָׁמַט. [In Thes. the idea given, as the primary meaning of this word, is that of striking; hence breaking, and thus casting off, letting go. The passage 1 Samuel 4:2, is referred to the idea of striking].

Niphal

(1) to spread self abroad, used of the tendrils of the vine, Isaiah 16:8 of an army, Judges 15:9; 2 Samuel 5:18, 22 2 Samuel 5:22 compare Kal No. 2.

(2) to be let go, i.e. loosened (as a rope), Isaiah 33:23.

(3) to be cast down, Amos 5:2 comp. Kal No. 7.

Pual, to be forsaken, Isaiah 32:14.
