1 shew a smile, look cheerful Psalm 39:14; Job 9:27; Job 10:20.
2 cause to burst or flash שֹׁד עלעָֿ֑ז׳המב Amos 5:9 (compare Ew St).
בָּלַג not used in Kal. Arab. بَلَجَ to be bright, to shine forth as the dawn. V. to laugh, to be cheerful, from the idea of a bright countenance.
Hiphil
(1) to cause to shine forth. Amos 5:9, הַמַּבְלִיג שֹׁד עַל־עָז “causing desolation to shine forth upon the mighty,” i.e. suddenly bringing it upon them; a metaphor taken from the dawn quickly and suddenly spreading itself, compare Joel 2:2.
(2) to make cheerful, sc. the countenance, to be made cheerful, Psalm 39:14 Job 9:27, 10:20. Hence מַבְלִיגִית, and
