טַבּוּר noun [masculine] highest part, centre (according to ᵐ5ᵑ9 navel, so Late Hebrew id., and טִיבּוּר, Aramaic טִיבּוּרָא, טִיבּוּרְיָא) — הִנֵּה עָם יֹרְדִים מֵעִם טַבּוּר הארץ Judges 9:37 behold people descending from the highest part of the land; ישְׁבֵי עַלטַֿבּוּר הארץ Ezekiel 38:12 those dwelling upon the navel of the earth, i.e. upon the mountainous country of Israel, central and prominent in the earth.

Gesenius' Hebrew and Chaldee Definition
טַבּוּר m. lofty place, summit, from the root טָבַר i.q. צָבַר. Judges 9:37, יֹרְדִים מֵעִם טַבּוּר הָאָרֶץ (verse 36 Judges 9:36, רָאשֵׁי הֶהָרִים) “they come down from the height of the land.” Ezekiel 38:12, ישְׁבֵי עַל־טַבּוּר הָאָרֶץ “who dwell in the height of the earth,” i.e. the holy land; which the Hebrews considered to be more lofty than other countries; comp. הָרֵי יִשְׂרָאֵל Ezekiel 6:2, 33:28 35:12 38:8. To this correspond Sam. Act 8:1-40 Eth. ደብር፡ a mountain. LXX., Vulg., translate טַבּוּר umbilicus, as though it were the summit of the belly. Compare Talmud טִיבוּר the navel.
