R L T Tr WH (see WH's Appendix, p. 164)); perfect προείρηκα; perfect passive προείρημαι (see εἶπον, p. 181a top); from Homer ((by tmesis); Herodotus and Plato) down; to say before; i. e., a. to say in what precedes, to say above: followed by ὅτι, 2 Corinthians 7:3; followed by direct discourse (Hebrews 4:7 L T Tr WH text); Hebrews 10:15 (Rec.).
b. to say before i. e. heretofore, formerly: followed by ὅτι, 2 Corinthians 13:2; Galatians 5:21; followed by direct discourse, Galatians 1:9; (Hebrews 4:7 WH marginal reading); καθώς προείπαμεν ὑμῖν, 1 Thessalonians 4:6; (in the passages under this head (except Galatians 1:9) some would give προ( the sense of openly, plainly (cf. 1. to say before: Galatians 1:9, 1 Thessalonians 4:6 (on the form -αμεν , v. WH, App., 164), Hebrews 4:7; seq. ὅτι , 2 Corinthians 7:3; 2 Corinthians 13:2, Galatians 5:21; of prophecy, Matthew 24:25, Mark 13:23, Acts 1:16, Romans 9:29, 2 Peter 3:2, Judges 1:17.
2. to proclaim publicly, declare openly or plainly (cl.): so R, mg., in 2 Corinthians 13:2, Galatians 5:21, 1 Thessalonians 4:6 (cf. προλέγω ; but v. supr., and cf. M, Th., 38).†

προσφωνέω is included by Mayser (Gr. p. 34) among the poetical verbs which have passed into the Κοινή. For the meaning ";address,"; ";give speech to,"; as in Acts 22:2, we may cite P Petr II. 38 (b).3 (B.C. 242) παρὰ δέ σου οὐθ [ὲ ]ν ἡμῖν προσπεφώνηται, ";whereas from you not a word has been uttered"; (Ed.), Chrest. I. 27 verso.15 (ii/A.D.) περὶ τούτου ὡς ἔδοξε [ν ], προσφωνησάτω ἡμεῖν ὁ πρυτανικός.
From this it is an easy transition to the more official sense of ";report,"; as in P Ryl II. 83.10 (A.D. 138–161) where a tax-collector states to the commission appointed to receive his accounts, προσφωνῶ περὶ τοῦ μ ̣η ̣δέν μοι διαγεγρά (φθαι) ὑπὲρ [λ ]ημμάτων ἰδίου λόγου, ";I report to you that nothing has been paid to me on behalf of the revenues of the privy purse"; (Edd.), BGU I. 16.13 (A.D. 159–160) (= Selections, p. 84) ἐπιζητοῦσι ὑμ [ῖ ]ν εἰ [οὕ ]τως ἔχει προσφωνοῦμεν, ";to your enquiries whether these things are so we report,"; with reference to certain charges against a priest, P Oxy I. 51.9 (A.D. 173) a public physician is instructed to inspect the body of a man who had been hanged, and προσφωνῆσαι regarding it, and similarly ib. III. 475.8 (A.D. 182), VI. 896.39 (A.D. 316) : cf. 1 Esdras 2:21. The account of Nero’s speech to the Greeks on freedom in A.D. 67, Syll 376 (= .3 814).8, is introduced with the words, συνελθόντων τῶν ὄχλων ἐν ἐκκλησίᾳ προσεφώνησεν τὰ ὑπογεγραμμένα.
The word is found associated with ὁμολογέω with the meaning ";avow,"; ";acknowledge,"; in P Gen 1. 68.1 (A.D. 382) προσεφω ̣[ν ]ησεν καὶ ὁμολόγησεν Αὐ [ρή ]λιος Περγάμιος, and in P Leid G.20 (B.C. 99) (= I. p. 43) the editor (p. 47) thinks that προσφωνέω has the meaning compellandi, cum reprehensions admonendi.
For προσφώνησις cf. P Grenf I. 35.6 (B.C. 99) ἐγράψαμεν ὑμῖν ὑπὲρ ὧν βουλόμεθα, μηδεμιᾶς προσφωνήσεως προσπεπτωκυίας, and see Preisigke Fachwörter s.v.
