Title conferred on the ecclesiastical abbreviators who are under the immediate jurisdiction of the pope, and the bishops-assistant at the pontifical throne. In the times of the Frankish kings and German emperors palatine counts were the representatives of the crown and as such presided in the high court of justice of a palatinate.
