Rear-admiral in the United States Navy. Son of Benjamin Sands; born in July 12, 1845 in Washington, DC; died there in October 27, 1911. He rendered distinguished service in the Civil War and commanded at the Naval Academy (1906 to 1907) where he introduced much needed reform. Through his influence greater tolerance and respect for religious practises were observed in the navy.
