Archbishop of Paris, ecclesiastical writer, born Foyl-Billot, France, 1813; died Paris, France, 1871. He was made Bishop of Nancy, 1859, and transferred to Paris, 1863. His Gallicanism made him unduly subservient to the emperor. He opposed the definition of the Papal Infallibility, and left the Vatican Council before the final vote, but several months later subscribed to the definition, and proved a true pastor during the siege of Paris. Seized by the Communists and shot at Roquette, he died blessing his executioners.
