Born in Newfoundland, Canada on May 15, 1815; died in London, England on July 30, 1905. A member of the House of Assembly of Newfoundland almost continuously from 1848 to 1886, he represented Newfoundland on several important occasions and in reward for his services was made Knight Commander of the Order of Saint Michael and Saint George. As governor of the Bahama Islands from 1887 to 1895 he initiated the sisal fiber industry, organized a public bank, and laid the Bahamas-Florida cable.
