Contextual Overview

17 Then sent the king an aunswere vnto Rehum the recorder and Samsai the scribe, and to the other of their companions that dwell in Samaria, and vnto the other that were beyond the water in Selam and Cheeth. 18 The letter which ye sent vnto vs, hath ben openly read before me. 19 And I haue commaunded to make searche, and it is found that this citie of olde hath made insurrection against kinges, and that rebellion and sedition hath ben committed therein. 20 There haue ben mightie kinges also at Hierusalem, which haue raigned ouer all countreys beyond the water: and toule, tribute, and custome was geuen vnto them, 21 Geue ye nowe therefore commaundement, that the same men be forbidden, and that the citie be not builded againe, till I haue geuen another commaundement. 22 Take heede now that ye be not negligent to do this: for why should the king haue harme there through? 23 Nowe when the copie of king Artaxerxes letter was read before Rehum & Simsai the scribe, and their companyons, they went vp in all the haste to Hierusalem vnto the Iewes, and forbad them with violence and power. 24 Then ceassed the worke of the house of God at Hierusalem, and continued so vnto the second yere of Darius king of Persia.

Gill's Notes on the Bible

And I commanded, and search hath been made,.... In the records of his predecessors, whether Chaldeans or Persians:

and it is found that this city of old time hath made insurrection against kings, and that rebellion and sedition have been made therein: and yet this could not be carried higher than to the times of Zedekiah and Jehoiakim, as before observed, which was not one hundred years ago, unless the rebellion of Hezekiah against the king of Assyria could be thought to be in these records, 2 Kings 18:7, and yet from hence it is concluded as if in ages past they had been guilty of rebellion and sedition, and even always.

Barnes' Notes on the Bible

The archives of the Babylonian kingdom would contain accounts of the insurrections raised, or threatened, by Jehoiakim, Jehoiachin, and Zedekiah 2Ki 24:1, 2 Kings 24:10, 2 Kings 24:20. It does not appear that there had ever been any rebellion against Persia.

Clarke's Notes on the Bible

Verse 19. Hath made insurrection against kings — Mow true is the proverb, "It is an easy thing to find a staff to beat a dog!" The struggles of the Israelites to preserve or regain their independency, which they had from God, are termed insurrection, rebellion, and sedition: because at last they fell under the power of their oppressors. Had they been successful in these struggles, such offensive words had never been used. In 1688 the people of England struggled to throw off an oppressive government, that was changing the times and the seasons, and overthrowing the religion of the country, and setting up in its place the spurious off-spring of popery and arbitrary government. They were successful; and it is called the Revolution: had they failed it would have been called rebellion; and the parties principally concerned would have been put to death.
