13 Thus saith the Lorde God: Let this be the border whereby ye shall inherite the lande according to the twelue tribes of Israel, Ioseph shall haue two portions. 14 And ye shall inherite it one aswell as an other, concerning the which I lift vp my hande to geue it vnto your fathers: and this lande shall fall vnto you for inheritaunce. 15 This is the border of the lande vpon the north side, from the maine sea toward Hethlon, as men go to Zedada. 16 [Namely] Hamah, Berotha, Sabarim, which are betweene the borders of Damascus, and betweene the borders of Hamah, Hazar Hatichon, that lyeth vpon the coastes of Hauran. 17 Thus the borders from the sea foorth shalbe Hazar Enan, the border of Damascus, and the north northwarde, and the borders of Hamah: this is the north part. 18 The east side shall ye measure from Hauran and Damascus, from Galead and the land of Israel by Iordane, and from the border vnto the cast sea: & this is the east part. 19 The south side shalbe toward Teman, from Thamar to the waters of strife in Cades, and the riuer to the maine sea: and that is the south part towarde Teman. 20 The west part also shalbe the great sea, from the borders till a man come ouer against Hamah: this is the west part. 21 This lande shall ye part among you according to the tribes of Israel, 22 And deuide it by lot to be an heritage for you, & for the straungers that dwell among you and beget children among you: for ye shall take them among the children of Israel lyke as though they were of your owne countrey, and they shall haue heritage with you among the children of Israel.

And this shall be the border of the land toward the north side,.... The description of the borders of the land begins on the north side; because the Gospel, and the interest of Christ, would be, as they now are, chiefly in the northern part of the world, before the latter day glory takes place, and from thence spread into the other parts of it:

from the great sea, the way of Hethlon, as men go to Zedad; the line of this border shall begin at the Mediterranean sea, commonly called the great sea, and so proceed to Hethlon, a city in Syria Damascene, and from thence to Zedad; of which see Numbers 34:8, the description is taken all along from the places which were on the border of Canaan, or in countries adjacent to it, which plainly point out the enlargement of it.

Barnes' Notes on the Bible

The borders of the land follow closely Numbers 34:0, where they begin from the south, as the people came up from Egypt; in Ezekiel, they begin from the north, as they might return from Babylon. The occupation is ideal, but is grounded, as usual, on an actual state of things.

The border of the land toward the north - Names of places in the actual northern border are given (marginal references) not to mark exact geographical position, but to show that the original promise will be fulfilled.

The way of Hethlon, was probably the defile between the ranges of Libanus and Anti-libanus, from the sea to Hamath. “Hamath” Amos 6:2, at the foot of Mount Hermon, on the Orontes. was the ancient capital of the Hittites. Its Scripture history may be traced in Genesis 10:18; 2 Samuel 8:9; 2 Kings 18:34. It was never included in the possessions of Israel. The border ran considerably south of the town at the “entrance of Hamath,” the northern opening of Coele-Syria.

Clarke's Notes on the Bible

Verse Ezekiel 47:15. The way of Hethlon, us men go to Zedad. — Probably Hethlon is the same as Cuthlon, a city of Syria, between Antioch and Laodicea, according to Antoninus. Some of these places are not known; but see the same kind of division, Numbers 34:7-12.
