¹³ And after certayne dayes, King Agrippa and Bernice came vnto Cesarea, to salute Festus. ¹⁴ And when they had ben there a good season, Festus rehearsed Paules cause vnto the kyng, saying: There is a certayne man left in bondes of Felix, ¹⁵ About whom, when I came to Hierusalem, the hye priestes and elders of the Iewes enfourmed me, and desired to haue iudgement agaynst hym. ¹⁶ To whom I aunswered: It is not the maner of the Romanes, for fauour to delyuer any man that he shoulde perishe, before that he which is accused, haue the accusers before hym, and haue licence to aunswere for hymselfe, concernyng the cryme layde agaynst hym. ¹⁷ Therfore, when they were come hyther, without any delay, on the morowe I sate to geue iudgement, and commaunded the man to be brought foorth. ¹⁸ Agaynst whom, when the accusers stoode vp, they brought none accusation of such thynges as I supposed: ¹⁹ But had certayne questions agaynst hym of their owne superstition, and of one Iesus which was dead, whom Paul affirmed to be alyue. ²⁰ And because I doubted of such maner of questions, I asked hym whether he woulde go to Hierusalem, and there be iudged of these matters. ²¹ But when Paul had appealed to be kept vnto the knowledge of Augustus, I commaunded hym to be kept, tyll I myght sende hym to Caesar. ²² Then Agrippa sayde vnto Festus: I woulde also heare the man my selfe. Festus declared Paul's case unto the king; in the following manner:

saying, there is a certain man left in bonds by Felix; the former governor in Caesarea, meaning Paul.

Festus declared Paul’s cause - He did this, probably, because Agrippa, being a Jew, would be supposed to he interested in the case. It was natural that this trial should be a topic of conversation, and perhaps Festus might be disposed to ask what was proper to be done in such cases.

Left in bonds - Greek: “a prisoner” - δέσμιος desmios. He was left in custody, probably in the keeping of a soldier, Acts 24:23, Acts 24:27.

Verse Acts 25:14. Declared Paul's cause unto the king — Festus knew that Agrippa was better acquainted with such matters than he was; and he wished, in some sort, to make him a party in this business.
