The Lord gave them rest on every side according to all he had sworn to their fathers. None of their enemies were able to stand against them, for the Lord handed over all their enemies to them.
The LORD gave them rest round about, according to all that he swore to their fathers: and there stood not a man of all their enemies before them; the LORD delivered all their enemies into their hand.

There still were enemies around Israel, but the Lord kept his promise to let his people live in peace. And whenever the Israelites did have to go to war, no enemy could defeat them. The Lord always helped Israel win.
Then the leaders of the ancestral clans of the L'vi'im approached El‘azar the cohen, Y'hoshua the son of Nun and the leaders of the ancestral clans of the tribes of the people of Isra'el. It was at Shiloh in the land of Kena‘an that they spoke to them; they said, " Adonai ordered through Moshe that we be given cities to live in, with the surrounding open land for our livestock." So out of their inheritance the people of Isra'el gave the L'vi'im the following cities with the surrounding open land: The lot came out for the families of the K'hati. The descendants of Aharon the cohen, who were of the L'vi'im, received by lot thirteen cities from the tribes of Y'hudah, Shim‘on and Binyamin. The rest of the descendants of K'hat received by lot ten cities from the families of the tribes of Efrayim and Dan and the half-tribe of M'nasheh. The descendants of Gershon received by lot thirteen cities from the families of the tribes of Yissakhar, Asher, Naftali and the half-tribe of M'nasheh in Bashan. The descendants of M'rari according to their families received twelve cities from the tribes of Re'uven, Gad and Z'vulun. The people of Isra'el gave by lot to the L'vi'im these cities with the surrounding open land, as Adonai had ordered through Moshe. They gave from the tribe of the descendants of Y'hudah and from the tribe of the descendants of Shim‘on these cities here mentioned by name; they were for the descendants of Aharon, of the families of the K'hati, who were among the descendants of Levi; because theirs was the first lot. They gave them: Kiryat-Arba — this Arba was the father of ‘Anak — (that is, Hevron), in the hills of Y'hudah, with the surrounding open land; but the fields and villages of the city they gave to Kalev the son of Y'funeh as his possession. Thus to the descendants of Aharon the cohen they gave: Hevron with its surrounding open land, already a city of refuge for the killer; Livnah with its surrounding open land; Yatir with its surrounding open land; Esht'moa with its surrounding open land; Holon with its surrounding open land; D'vir with its surrounding open land; ‘Ayin with its surrounding open land, Yutah with its surrounding open land and Beit-Shemesh with its surrounding open land — nine cities out of these two tribes. Out of the tribe of Binyamin: Giv‘on with its surrounding open land, Geva with its surrounding open land, ‘Anatot with its surrounding open land and ‘Almon with its surrounding open land — four cities. All the cities of the descendants of Aharon, the cohanim, numbered thirteen cities with their surrounding open land. The families of the descendants of K'hat, who were L'vi'im, that is, the rest of the descendants of K'hat, received the cities of their lot. Out of the tribe of Efrayim they gave them: Sh'khem with its surrounding open land, in the hills of Efrayim, the city of refuge for the killer; Gezer with its surrounding open land; Kivtzayim with its surrounding open land and Beit-Horon with its surrounding open land — four cities. Out of the tribe of Dan: Elt'ke with its surrounding open land, Gib'ton with its surrounding open land, Ayalon with its surrounding open land and Gat-Rimmon with its surrounding open land — four cities. Out of the half-tribe of M'nasheh: Ta‘nakh with its surrounding open land and Gat-Rimmon with its surrounding open land — two cities. All the cities of the families of the rest of the descendants of K'hat numbered ten with their surrounding open land. To the descendants of Gershon, of the families of the L'vi'im, out of the half-tribe of M'nasheh they gave: Golan in Bashan with its surrounding open land, the city of refuge for the killer; and B'esht'rah with its surrounding open land — two cities. Out of the tribe of Yissakhar: Kishyon with its surrounding open land, Dovrat with its surrounding open land, Yarmut with its surrounding open land and ‘Ein-Ganim with its surrounding open land — four cities. Out of the tribe of Asher: Mishal with its surrounding open land, ‘Avdon with its surrounding open land, Helkat with its surrounding open land and Rechov with its surrounding open land — four cities. Out of the tribe of Naftali: Kedesh in the Galil with its surrounding open land, the city of refuge for the killer; Hammot-Dor with its surrounding open land; and Kartan with its surrounding open land — three cities. All the cities of the Gershuni according to their families were thirteen cities with their surrounding open land. To the families of the descendants of M'rari, the rest of the L'vi'im, out of the tribe of Z'vulun: Yokne‘am with its surrounding open land, Kartah with its surrounding open land, Dimnah with its surrounding open land and Nahalal with its surrounding open land — four cities. {Out of the tribe of Re'uven: Betzer with its surrounding open land, Yachtzah with its surrounding open land, K'demot with its surrounding open land and Mefa‘at with its surrounding open land — four cities.}* Out of the tribe of Gad: Ramot in Gil‘ad with its surrounding open land, the city of refuge for the killer; Machanayim with its surrounding open land; Heshbon with its surrounding open land and Ya‘zer with its surrounding open land — four cities in all. All these were the cities of the descendants of M'rari according to their families, the rest of the families of the L'vi'im; their lot totaled twelve cities. All the cities of the L'vi'im, forty-eight cities with their surrounding open land, are to be in among the lands possessed by the people of Isra'el — these cities, each with its surrounding open land; thus is it to be with all these cities. So Adonai gave Isra'el all the land which he swore to give to their ancestors, and they took possession of it and lived in it. Then Adonai gave them rest all around, according to everything he had sworn to their ancestors. Not a man from all their enemies stood against them; Adonai handed all their enemies over to them. Not one good thing that Adonai had spoken of to the household of Isra'el failed to happen; it all took place.
And Jehovah gave them rest round about, according to all that he had sworn unto their fathers; and there stood not a man of all their enemies before them: Jehovah gave all their enemies into their hand.
And the Lord allowed them to have peace on all sides of their land, just as he had promised their ancestors. None of their enemies defeated them. The Lord allowed the Israelites to defeat every enemy.

The children of Merari according to their families had out of the tribe of Reuben, and out of the tribe of Gad, and out of the tribe of Zebulun, twelve cities. And the children of Israel gave by lot unto the Levites these cities with the open land about them, as the LORD commanded by the hand of Moses. And they gave out of the tribe of the children of Judah, and out of the tribe of the children of Simeon, these cities which are here mentioned by name. And they were for the children of Aaron, of the families of the Kohathites, who were of the children of Levi; for theirs was the first lot. And they gave them Kiriath-arba, which Arba was the father of Anak--the same is Hebron--in the hill-country of Judah, with the open land round about it. But the fields of the city, and the villages thereof, gave they to Caleb the son of Jephunneh for his possession. And unto the children of Aaron the priest they gave Hebron with the open land about it, the city of refuge for the manslayer, and Libnah with the open land about it; and Jattir with the open land about it, and Eshtemoa with the open land about it; and Holon with the open land about it, and Debir with the open land about it; and Ain with the open land about it, and Juttah with the open land about it, and Beth-shemesh with the open land about it; nine cities out of those two tribes. And out of the tribe of Benjamin, Gibeon with the open land about it, Geba with the open land about it; Anathoth with the open land about it, and Almon with the open land about it; four cities. All the cities of the children of Aaron, the priests, were thirteen cities with the open land about them. And the families of the children of Kohath, the Levites, even the rest of the children of Kohath, they had the cities of their lot out of the tribe of Ephraim. And they gave them Shechem with the open land about it in the hill-country of Ephraim, the city of refuge for the manslayer, and Gezer with the open land about it; and Kibzaim with the open land about it, and Beth-horon with the open land about it; four cities. And out of the tribe of Dan, Elteke with the open land about it, Gibbethon with the open land about it; Aijalon with the open land about it, Gath-rimmon with the open land about it; four cities. And out of the half-tribe of Manasseh, Taanach with the open land about it, and Gath-rimmon with the open land about it; two cities. All the cities of the families of the rest of the children of Kohath were ten with the open land about them. And unto the children of Gershon, of the families of the Levites, out of the half-tribe of Manasseh they gave Golan in Bashan with the open land about it, the city of refuge for the manslayer; and Beeshterah with the open land about it; two cities. And out of the tribe of Issachar, Kishion with the open land about it, Dobrath with the open land about it; Jarmuth with the open land about it, En-gannim with the open land about it; four cities. And out of the tribe of Asher, Mishal with the open land about it, Abdon with the open land about it; Helkath with the open land about it, and Rehob with the open land about it; four cities. And out of the tribe of Gad, Ramoth in Gilead with the open land about it, the city of refuge for the manslayer, and Mahanaim with the open land about it; Heshbon with the open land about it, Jazer with the open land about it; four cities in all. All these were the cities of the children of Merari according to their families, even the rest of the families of the Levites; and their lot was twelve cities. All the cities of the Levites--forty and eight cities with the open land about them--shall be in the midst of the possession of the children of Israel, even these cities, every one with the open land round about it; thus it shall be with all these cities. So the LORD gave unto Israel all the land which He swore to give unto their fathers; and they possessed it, and dwelt therein. And the LORD gave them rest round about, according to all that He swore unto their fathers; and there stood not a man of all their enemies against them; the LORD delivered all their enemies into their hand. There failed not aught of any good thing which the LORD had spoken unto the house of Israel; all came to pass.

And the Lord gave them rest round about,.... Not only from their travels, with which they had been fatigued forty years in the wilderness, but from wars with the Canaanites they had been engaged in for some years past:
according to all that he sware unto their fathers; not only to give them the land, but peace, rest, and safety in it:
and there stood not a man of all their enemies before them; for whenever any rose up to oppose them, they were immediately cut off: this is to be understood while Joshua was living; for afterwards, sinning against God, they were again and again delivered up into the hands of their enemies:
the Lord delivered all their enemies into their hands; that is, that made war with them.

There is no real inconsistency between the declarations of these verses and the fact that the Israelites had not as yet possessed themselves of all the cities allotted to the various tribes Judges 1:21-36 - nor did at any time, subdue the whole extent of country promised to them Numbers 34:1-12. God had fulfilled all His part of the covenant. It was no part of His purpose that the native population should be annihilated suddenly Deuteronomy 7:22; but they were delivered into the hand of Israel, and their complete dispossession could have been effected at any time by that divine aid which was never wanting when sought. At the time referred to in the text, the Canaanites were discouraged, broken in strength, holding fast in isolated spots only up and down the land in the very midst of the tribes of God’s people. The conquest of Canaan was already “ex parte Dei” a perfect work; just as in the New Testament the triumph of the individual Christian and of the Christian Church in their warfare is often spoken of as accomplished in view of the divine will that it should be so, and of divine grace that it may be so. It was therefore, only the inertness and pusillanimity of the Israelites which prevented the completion of the conquest when the allotment of Canaan was made by Joshua; as it was their subsequent backslidings which caused God to turn the tide of victory against them and even to cast them out of the land promised to their forefathers and actually won in the campaigns of Joshua.
