12 Then Jephthah sent men to the king of the people of Ammon, saying, "What do you have against me? Why have you come to fight against my land?" 13 The king of the people of Ammon said to these men of Jephthah, "Because Israel took away my land when they came from Egypt. They took my land from the Arnon as far as the Jabbok and the Jordan. So I ask you to return this land to me in peace." 14 But Jephthah sent men to the king of the people of Ammon again, 15 saying, "Jephthah says, ‘Israel did not take away the land of Moab or the land of the people of Ammon. 16 Israel came out of Egypt, went through the desert to the Red Sea, and came to Kadesh. 17 Then Israel sent men to the king of Edom, saying, "We ask you to let us pass through your land." But the king of Edom would not listen. They asked the king of Moab also. But he would not let them pass through. So Israel stayed at Kadesh. 18 'Then Israel went through the desert and around the lands of Edom and Moab. They came to the east side of the land of Moab. There they set up their tents on the other side of the Arnon. But they did not go into the land of Moab. For the Arnon flowed along the side of Moab. 19 Israel sent men to Sihon king of the Amorites, the king of Heshbon, saying, "We ask you to let us pass through your land to our place." 20 But Sihon did not trust Israel. He would not let them pass through his land. Sihon gathered all his people together. They set up their tents in Jahaz, and fought with Israel. 21 The Lord, the God of Israel, gave Sihon and all his people into the hand of Israel. They won the war against Sihon. So Israel took all the land of the Amorites, the people of that country.

thus saith Jephthah; in a majestic style, as governor of Israel:

Israel took not away the land of Moab, nor the land of the children of Ammon; they were charged not to take any, nor did they take any that belonged to any of these countries, or that was then in the possession of either of them, Deuteronomy 2:9 what they did take was in the hands of Sihon and Og, and they had obtained it by conquest, and so no more belonging to either of these.

Barnes' Notes on the Bible

Consult the marginal references. If the ark with the copy of the Law Deuteronomy 31:26 was at Mizpeh, it would account for Jephthah’s accurate knowledge of it; and this exact agreement of his message with Numbers and Deuteronomy would give additional force to the expression, “he uttered all his words before the Lord” Judges 11:11.

Judges 11:17

No mention is made of this embassy to Moab in the Pentateuch.

Judges 11:19

Into my place - This expression implies that the trans-Jordanic possessions of Israel were not included in the land of Canaan properly speaking.

Judges 11:21

The title “God of Israel” has a special emphasis here, and in Judges 11:23. in a narrative of transactions relating to the pagan and their gods.

Judges 11:24

Chemosh was the national god of the Moabites (see the marginal references); and as the territory in question was Moabitish territory before the Amorites took it from “the people of Chemosh,” this may account for the mention of Chemosh here rather than of Moloch, or Milcom, the god of the Ammonites. Possibly the king of the children of Ammon at this time may have been a Moabite.

Judges 11:25, Judges 11:26

Jephthah advances another historical argument. Balak, the king of Moab, never disputed the possession of Sihon’s kingdom with Israel.
