Contextual Overview

40 Oh, how often they rebelled against him in the wilderness and grieved his heart in that dry wasteland. 41 Again and again they tested God's patience and provoked the Holy One of Israel. 42 They did not remember his power and how he rescued them from their enemies. 43 They did not remember his miraculous signs in Egypt, his wonders on the plain of Zoan. 44 For he turned their rivers into blood, so no one could drink from the streams. 45 He sent vast swarms of flies to consume them and hordes of frogs to ruin them. 46 He gave their crops to caterpillars; their harvest was consumed by locusts. 47 He destroyed their grapevines with hail and shattered their sycamore-figs with sleet. 48 He abandoned their cattle to the hail, their livestock to bolts of lightning. 49 He loosed on them his fierce anger— all his fury, rage, and hostility. He dispatched against them a band of destroying angels.

And had turned their rivers into blood,.... The river Nile and its seven streams; this was the first of the plagues of Egypt, Exodus 7:20, and was a just retaliation for drowning the infants of the Israelites in their river, Exodus 1:22, a like plague will be inflicted on spiritual Egypt, and with equal justice; see

Revelation 11:8,

and their floods, that they could not drink; the rivulets that flowed from the Nile, and every spring or confluence of water; or rather by these rivers and floods are meant the canals and ditches, which, as Jarchi e observes, were made by the hands of men, from the banks of the river Nile, to water their fields with.

Barnes' Notes on the Bible

And had turned their rivers into blood - Exodus 7:20. There was properly but one river in Egypt - the Nile. But there were several branches of that river at the mouth; and there were numerous artificial streams or canals cut from the river, to anyone of which the word river might be also given. Compare the notes at Isaiah 11:15.

And their floods ... - Their streams; the canals and branches of the Nile, where they usually obtained a supply of water.
