15 Then Joshua made a peace treaty with them and guaranteed their safety, and the leaders of the community ratified their agreement with a binding oath. 16 Three days after making the treaty, they learned that these people actually lived nearby! 17 The Israelites set out at once to investigate and reached their towns in three days. The names of these towns were Gibeon, Kephirah, Beeroth, and Kiriath-jearim. 18 But the Israelites did not attack the towns, for the Israelite leaders had made a vow to them in the name of the Lord , the God of Israel. The people of Israel grumbled against their leaders because of the treaty. 19 But the leaders replied, "Since we have sworn an oath in the presence of the Lord , the God of Israel, we cannot touch them. 20 This is what we must do. We must let them live, for divine anger would come upon us if we broke our oath. 21 Let them live." So they made them woodcutters and water carriers for the entire community, as the Israelite leaders directed.

Gill's Notes on the Bible

And Joshua made peace with them,.... Upon the report the princes made of having examined what they had said, and which they found to be true, particularly concerning their victuals:

and made a league with them, to let them live; and not destroy them as he did the Canaanites, and was ordered to do; they being supposed not to belong to them by the representation of things they had made:

and the princes of the congregation sware unto them; that they would keep the league and covenant they had made with them inviolable; they ratified it by an oath, which was a sacred solemn thing.

Clarke's Notes on the Bible

Verse Joshua 9:15. Joshua made peace with them — Joshua agreed to receive them into a friendly connection with the Israelites, and to respect their lives and properties; and the elders of Israel bound themselves to the observance of it, and confirmed it with an oath. As the same words are used here as in Joshua 9:6, we may suppose that the covenant was made in the ordinary way, a sacrifice being offered on the occasion, and its blood poured out before the Lord. Genesis 15:10, &c.
