Contemporary English Version
First, there is the Canaanite territory that starts at the Shihor River just east of Egypt and goes north to Ekron. The southern part of this region belongs to the Avvites and the Geshurites, and the land around Gaza, Ashdod, Ashkelon, Gath, and Ekron belongs to the five Philistine rulers. The other Canaanite territory is in the north. Its northern border starts at the town of Arah, which belongs to the Sidonians. From there, it goes to Aphek, then along the Amorite border to Hamath Pass. The eastern border starts at Hamath Pass and goes south to Baal-Gad at the foot of Mount Hermon, and its southern boundary runs west from there to Misrephoth-Maim. This northern region includes the Lebanon Mountains and the land that belongs to the Gebalites and the Sidonians who live in the hill country from the Lebanon Mountains to Misrephoth-Maim. With my help, Israel will capture these Canaanite territories and force out the people who live there. But you must divide up the land from the Jordan River to the Mediterranean Sea among the nine tribes and the half of Manasseh that don't have any land yet. Then each tribe will have its own land.

Contextual Overview

1 When Joshua was an old man, the Lord said to him, "You are growing old, and much land remains to be conquered. 2 This is the territory that remains: all the regions of the Philistines and the Geshurites, 3 and the larger territory of the Canaanites, extending from the stream of Shihor on the border of Egypt, northward to the boundary of Ekron. It includes the territory of the five Philistine rulers of Gaza, Ashdod, Ashkelon, Gath, and Ekron. The land of the Avvites 4 in the south also remains to be conquered. In the north, the following area has not yet been conquered: all the land of the Canaanites, including Mearah (which belongs to the Sidonians), stretching northward to Aphek on the border of the Amorites; 5 the land of the Gebalites and all of the Lebanon mountain area to the east, from Baal-gad below Mount Hermon to Lebo-hamath; 6 and all the hill country from Lebanon to Misrephoth-maim, including all the land of the Sidonians. "I myself will drive these people out of the land ahead of the Israelites. So be sure to give this land to Israel as a special possession, just as I have commanded you. 7 Include all this territory as Israel's possession when you divide this land among the nine tribes and the half-tribe of Manasseh."

Gill's Notes on the Bible

This [is] the land that yet remaineth,.... Unconquered and not enjoyed, namely, what is after described; and this account is given for Joshua's information, that he might know what to divide, and for the people of Israel's sake, that they might know what they had a right to a claim upon; what they should endeavour to possess themselves of, and what the Lord would deliver into their hands, provided they were obedient to his will, for, because they were not, hence many of these places never came into their possession, though divided to them by lot:

all the borders of the Philistines; whose country bordered and lay upon the shores of the Mediterranean sea, in the southwest of the land of Canaan:

and all Geshuri; the principal city belonging to it is said to be in Syria, 2 Samuel 15:8; and had a king over it in the times of David, 2 Samuel 3:3; and seems never to have come into the hands of the Israelites.

Barnes' Notes on the Bible

This and Joshua 13:3 name the still unconquered districts in the southern half of the land, Joshua 13:4-6 those in the north.

Geshuri - A district on the south of Philistia, the inhabitants of which are again named in 1 Samuel 27:8; but are not to be confounded with the land of the Geshurites mentioned in Joshua 13:13; Joshua 12:5.

Clarke's Notes on the Bible

Verse Joshua 13:2. The borders of the Philistines, and all Geshuri — The borders of the Philistines may mean the land which they possessed on the sea-coast, southwest of the land of Canaan. There were several places named Geshuri, but that spoken of here was probably the region on the south of Canaan, towards Arabia, or towards Egypt. - Calmet. Cellarius supposes it to have been a country in the vicinity of the Amalekites.
