Beware! I am against you,you who sit above the valley,you atop the rocky plateau—
Behold, I am against you, O inhabitant of the valley, [and] of the rock of the plain, says the LORD; you that say, Who shall come down against us? or who shall enter into our habitations?
Behold, I am against thee, O inhabitant of the valley, and rock of the plain, saith the Lord ; which say, Who shall come down against us? or who shall enter into our habitations?
"Behold, I am against you, O inhabitant of the valley, O rock of the plain, declares the Lord ; you who say, ‘Who shall come down against us, or who shall enter our habitations?'
"Behold, I am against you, you inhabitant of the valley, You rocky plain," declares the LORD, "You who say, 'Who will come down against us? Or who will enter our dwellings?'
"‘Jerusalem, I am against you, you who live on top of the mountain over this valley, says the Lord . You say, "No one can attack us or come into our strong city."
"Understand this, I am against you, O inhabitant of the valley, O rock of the plain," says the LORD— "You who say, 'Who will come down against us? Or who will enter into our dwelling places?'
Behold, I am against you, O inhabitant of the valley, [and] of the rock of the plain, says Yahweh; you that say, Who shall come down against us? or who shall enter into our habitations?
Beholde, I come against thee, O inhabitant of the valley, & rocke of the plaine, saith the Lord, which say, Who shall come downe against vs? or who shall enter into our habitations?
"Behold, I am against you, O inhabitant of the valley,O rocky plain," declares Yahweh,"You men who say, ‘Who will come down against us?Or who will enter into our dwelling places?'
Behold, I am against you, Jerusalem, you who sit above the valley, atop the rocky plateau-declares the LORD-you who say, "Who can come against us? Who can enter our habitations?"
Jerusalem, from your mountaintop you look out over the valleys and think you are safe. But I, the Lord , am angry,
Adonai says, "I am against you, [Yerushalayim,] situated in a valley like a rock on a plain. You who say, ‘Who can come down against us? Who can enter our lairs?' —
Behold, I am against thee, inhabitress of the valley, the rock of the plain, saith Jehovah; ye that say, Who shall come down against us, or who shall enter into our dwellings?
"Jerusalem, I am against you. You sit on top of the mountain. You sit like a queen over this valley. You people of Jerusalem say, ‘No one can attack us. No one can come into our strong city.'" This message is from the Lord .
Behold, I am against you, O inhabitant of the valley, O you who are hidden below the plain, says the LORD, who say, Who shall come down against us? or who shall enter into our habitations?
You, Jerusalem, are sitting high above the valleys, like a rock rising above the plain. But I will fight against you. You say that no one can attack you or break through your defenses.
Look, I am against you, O inhabitants of the valley, O rock of the plain," declares Yahweh; "you who say, ‘Who can descend against us, or who can enter into our hiding place?'
Behold, I am against you, one dwelling in the valley, rock of the plain, says Jehovah, those who say, Who can come down against us? Or, Who can enter our dwellings?
Beholde (saieth the LORDE) I wil come vpo you, that dwel in the valleis, rockes and feldes and saye: Tush, who will make vs afrayed? or who will come in to oure houses?
Behold, I am against thee, O inhabitant of the valley, and of the rock of the plain, saith Jehovah; you that say, Who shall come down against us? or who shall enter into our habitations?
See, I am against you, you who are living on the rock of the valley, says the Lord; you who say, Who will come down against us? or who will get into our houses?
Behold, I am against thee, O inhabitant of the valley, and rock of the plain, saith the LORD; ye that say: 'Who shall come down against us? or who shall enter into our habitations?'

Behold, saith the Lord, I wyll come vpon thee that dwellest in the valleys, rockes, and fieldes, and say, tushe, who will make vs afraide? or who wil come into our houses?
Behold, I am against thee that dwellest in the valley of Sor; in the plain country, even against them that say, Who shall alarm us? or who shall enter into our habitation?
Behold, I am against thee, O inhabitant of the valley, and of the rock of the plain, saith the LORD; ye which say, Who shall come down against us? or who shall enter into our habitations?
Lo! Y to thee, dwelleresse of the sad valei and pleyn, seith the Lord, which seien, Who schal smyte vs, and who schal entre in to oure housis?
Look, I am against you, O inhabitant of the valley, [and] of the rock of the plain, says Yahweh; you that say, Who shall come down against us? or who shall enter into our habitations?
Behold, I [am] against thee, O inhabitant of the valley, [and] rock of the plain, saith the LORD; who say, Who shall come down against us? or who shall enter into our habitations?
Listen, you who sit enthroned above the valley on a rocky plateau. I am opposed to you,' says the Lord . ‘You boast, "No one can swoop down on us. No one can penetrate into our places of refuge."
"Behold, I am against you, O inhabitant of the valley, And rock of the plain," says the LORD, "Who say, "Who shall come down against us? Or who shall enter our dwellings?'
"See, I am against you, O you who live in the valley, O rock of the plain," says the Lord, "you who say, ‘Who will come down against us? Or who will come into our houses?'
See, I am against you, O inhabitant of the valley, O rock of the plain, says the Lord ; you who say, "Who can come down against us, or who can enter our places of refuge?"
Behold me! against thee, O thou dweller in the vale on the level rock, Declareth Yahweh, - Ye who are saying, Who shall come down upon us? Who shall enter our habitations?
Behold I come to thee that dwellest in a valley upon a rock above a plain, saith the Lord: and you say: Who shall strike us and who shall enter into our houses?
"Behold, I am against you, O inhabitant of the valley, O rock of the plain, says the LORD; you who say, 'Who shall come down against us, or who shall enter our habitations?'
Lo, I [am] against thee -- an affirmation of Jehovah, O inhabitant of the valley, rock of the plain, Who are saying, Who cometh down against us? And who cometh into our habitations?

Behold, I [am] against thee,.... Or, "behold, I unto thee" s; to be supplied either thus, "behold, I say unto thee" t; what follows; and therefore take notice of it, attend unto it: or, "behold, I come unto thee" u; who bid defiance to all their enemies to come near them, as in the latter part of the verse. The Targum is,
"lo, I send my fury against thee;''
and the phrase denotes the Lord's opposition to them; his setting himself against them, and coming out unto them in his great wrath:
O inhabitant of the valley, [and] rock of the plain, saith the Lord; a description of Jerusalem; between the lower and higher part of which lay a valley, called Tyropaeon, which divided the two hills, on which the city was built w; yea, the whole city was on high, on a rock, and around it a valley or plain; and because it was built upon a rock, and fortified with hills and mountains, the inhabitants of it thought themselves safe and secure, and even impregnable; hence it follows:
which say, who shall come down against us? who shall enter into our habitations? who of our neighbours dare to make a descent upon us? or are so weak and foolish as to attempt to break through our fortifications, natural and artificial, and enter into our houses, and take away our persons, and spoil us of our goods? we defy them.

Barnes' Notes on the Bible
Inhabitant - is feminine, the population of Jerusalem being always personified as a woman, the daughter of Zion. Omit and. Jerusalem is at once a valley and a rock Jeremiah 17:3. The people are described as priding themselves on the impregnability of their city.
Clarke's Notes on the Bible
Verse Jeremiah 21:13. O inhabitant of the valley, and rock of the plain — Dr. Blayney translates: "O thou inhabitant of the levelled hollow of a rock." With all his explanation I cannot see the good sense of this translation. Jerusalem itself, though partly on two hills, was also extended in the valley; and Zion, the city of David, was properly a rock, strongly fortified both by nature and art; and by its ancient possessors, the Jebusites, was deemed impregnable.
Who shall come down against us? — Probably the words of those courtiers who had persuaded Zedekiah to rebel against the king of Babylon.
