As it turned out, when you heard the Voice out of that dark cloud and saw the mountain on fire, you approached me, all the heads of your tribes and your leaders, and said, "Our God has revealed to us his glory and greatness. We've heard him speak from the fire today! We've seen that God can speak to humans and they can still live. But why risk it further? This huge fire will devour us if we stay around any longer. If we hear God 's voice anymore, we'll die for sure. Has anyone ever known of anyone who has heard the Voice of God the way we have and lived to tell the story? "From now on, you go and listen to what God , our God, says and then tell us what God tells you. We'll listen and we'll do it." God heard what you said to me and told me, "I've heard what the people said to you. They're right—good and true words. What I wouldn't give if they'd always feel this way, continuing to revere me and always keep all my commands; they'd have a good life forever, they and their children! "Go ahead and tell them to go home to their tents. But you, you stay here with me so I can tell you every commandment and all the rules and regulations that you must teach them so they'll know how to live in the land that I'm giving them as their own." So be very careful to act exactly as God commands you. Don't veer off to the right or the left. Walk straight down the road God commands so that you'll have a good life and live a long time in the land that you're about to possess.

It is now clear to us that God can speak to human beings and they can keep on living. 25 But now, why should we die, because this intense fire will consume us! If we keep hearing the voice of the Lord our God we will die! 26 Who is there from the entire human race who has heard the voice of the living God speaking from the middle of the fire as we have, and has lived? 27 You go near so that you can hear everything the Lord our God is saying and then you can tell us whatever he says to you; then we will pay attention and do it." 28 When the Lord heard you speaking to me, he said to me, "I have heard what these people have said to you—they have spoken well. 29 If only it would really be their desire to fear me and obey all my commandments in the future, so that it may go well with them and their descendants forever. 30 Go and tell them, ‘Return to your tents!' 31 But as for you, remain here with me so I can declare to you all the commandments, statutes, and ordinances that you are to teach them, so that they can carry them out in the land I am about to give them." 32 Be careful, therefore, to do exactly what the Lord your God has commanded you; do not turn right or left!

for the mountain did burn with fire; which is a reason both why the Lord spoke out of the midst of the fire, the mountain on which he descended burning with it and also for his speaking out of the midst of darkness, because not only a thick cloud covered the mountain, but it was altogether on a smoke, which ascended as the smoke of a furnace, Exodus 19:16

Barnes' Notes on the Bible
These verses contain a much fuller narrative of the events briefly described in Exodus 20:18-21. Here it is important to call attention to the fact that it was on the entreaties of the people that Moses had taken on him to be the channel of communication between God and them. God approved Deuteronomy 5:28 the request of the people, because it showed a feeling of their own unworthiness to enter into direct communion with God. The terrors of Sinai had done their work; they had awakened the consciousness of sin.
