THE MESSAGE
When the Cloud lifted above the Tent, the People of Israel marched out; and when the Cloud descended the people camped. The People of Israel marched at God 's command and they camped at his command. As long as the Cloud was over The Dwelling, they camped. Even when the Cloud hovered over The Dwelling for many days, they honored God 's command and wouldn't march. They stayed in camp, obedient to God 's command, as long as the Cloud was over The Dwelling, but the moment God issued orders they marched. If the Cloud stayed only from sunset to daybreak and then lifted at daybreak, they marched. Night or day, it made no difference—when the Cloud lifted, they marched. It made no difference whether the Cloud hovered over The Dwelling for two days or a month or a year, as long as the Cloud was there, they were there. And when the Cloud went up, they got up and marched. They camped at God 's command and they marched at God 's command. They lived obediently by God 's orders as delivered by Moses.

Contextual Overview

15 Now on the day that the tabernacle was erected, the cloud covered the tabernacle, the tent of the testimony, and in the evening it was like the appearance of fire over the tabernacle until morning. 16 That is how it was continuously; the cloud would cover it by day, and the appearance of fire by night. 17 Whenever the cloud was lifted from over the tent, afterward the sons of Israel would set out; and in the place where the cloud settled down, there the sons of Israel would camp.18 At the command of the LORD the sons of Israel would set out, and at the command of the LORD they would camp; as long as the cloud settled over the tabernacle, they remained camped. 19 Even when the cloud lingered over the tabernacle for many days, the sons of Israel would comply with the LORD'S ordinance and not set out. 20 If sometimes the cloud remained a few days over the tabernacle, in accordance with the command of the LORD they remained camped. Then in accordance with the command of the LORD they set out. 21 If sometimes the cloud remained from evening until morning, when the cloud was lifted in the morning they would set out; or if it remained in the daytime and at night, whenever the cloud was lifted, they would set out. 22 Whether it was two days, a month, or a year that the cloud lingered over the tabernacle, staying above it, the sons of Israel remained camped and did not set out; but when it was lifted, they did set out. 23 At the command of the LORD they camped, and at the command of the LORD they set out; they did what the LORD required, in accordance with the command of the LORD through Moses.

Gill's Notes on the Bible

And when the cloud was taken up from the tabernacle,.... Or went up from it, higher than it was before, yet not out of sight, but hung as it were hovering in the air over the tabernacle, but at some distance from it; this was done by the Lord himself:

then after that the children of Israel journeyed; as soon as they saw the cloud moving upwards, the Levites took down the tabernacle, and each took their post assigned them in the carriage of it, and the priests blew their trumpets mentioned in Numbers 10:2, and the whole camp moved and marched on in their journey:

and in the place where the cloud abode, there the children of Israel pitched their tents; when it stopped and remained without any motion, it was a signal to the children of Israel to stop also, and to set up the tabernacle, and pitch their tents about it by their standards, and according to the order of encampment which had been given them.
