Judges 1:21

But the people of Benjamin couldn't get rid of the Jebusites living in Jerusalem. Benjaminites and Jebusites live side by side in Jerusalem to this day.

21 But the people of Benjamin couldn't get rid of the Jebusites living in Jerusalem. Benjaminites and Jebusites live side by side in Jerusalem to this day. 22The house of Joseph went up to attack Bethel. God was with them. Joseph sent out spies to look the place over. Bethel used to be known as Luz. The spies saw a man leaving the city and said to him, "Show us a way into the city and we'll treat you well." The man showed them a way in. They killed everyone in the city but the man and his family. The man went to Hittite country and built a city. He named it Luz; that's its name to this day. 27But Manasseh never managed to drive out Beth Shan, Taanach, Dor, Ibleam, and Megiddo with their territories. The Canaanites dug in their heels and wouldn't budge. When Israel became stronger they put the Canaanites to forced labor, but they never got rid of them. 29 Neither did Ephraim drive out the Canaanites who lived in Gezer. The Canaanites stuck it out and lived there with them. 30 Nor did Zebulun drive out the Canaanites in Kitron or Nahalol. They kept living there, but they were put to forced labor. 31Nor did Asher drive out the people of Acco, Sidon, Ahlab, Aczib, Helbah, Aphek, and Rehob. Asher went ahead and settled down with the Canaanites since they could not get rid of them. 33 Naphtali fared no better. They couldn't drive out the people of Beth Shemesh or Beth Anath so they just moved in and lived with them. They did, though, put them to forced labor. 34The Amorites pushed the people of Dan up into the hills and wouldn't let them down on the plains. The Amorites stubbornly continued to live in Mount Heres, Aijalon, and Shaalbim. But when the house of Joseph got the upper hand, they were put to forced labor. 36 The Amorite border extended from Scorpions' Pass and Sela upward.

Gill's Notes on the Bible

And the children of Benjamin did not drive out the Jebusites that inhabited Jerusalem,.... That is, that part of it which belonged to them, for it lay between Judah and Benjamin; and neither of them separately, nor both conjunctly, could drive out the Jebusites from it, particularly the strong hold on the top of Mount Sion, which they held to the times of David. Abarbinel is of opinion, that Jerusalem in those times was not a city enclosed about, but was a large province, part of which belonged to the tribe of Judah, and another to the tribe of Benjamin, and another was possessed by the Jebusites; and so Jarchi says it was a province, the name of which was Jebusi:

but the Jebusites dwelt with the children of Benjamin unto this day; when this book was written, which was done by Samuel, as Kimchi and Ben Gersom; and it is certain from hence it must have been written before the reign of David, who dispossessed the Jebusites, 2 Samuel 5:6.

Barnes' Notes on the Bible

This verse is nearly identical with Joshua 15:63, except in the substitution of Benjamin for Judah. Probably the original reading Judah was altered in later times to Benjamin, because Jebus was within the border of Benjamin, and neither had the Benjamites expelled the Jebusites.

Clarke's Notes on the Bible

Verse Judges 1:21. The Jebusites dwell with the children of Benjamin — Jerusalem was situated partly in the tribe of Judah, and partly in the tribe of Benjamin, the northern part belonging to the latter tribe, the southern to the former. The Jebusites had their strongest position in the part that belonged to Benjamin, and from this place they were not wholly expelled till the days of David. Judges 1:8. What is said here of Benjamin is said of Judah, Joshua 15:63. There must be an interchange of the names in one or other of these places.

Unto this day. — As the Jebusites dwelt in Jerusalem till the days of David, by whom they were driven out, and the author of the book of Judges states them to have been in possession of Jerusalem when he wrote; therefore this book was written before the reign of David.
