Contextual Overview

17And Moses takes—Aaron also—these men, who were defined by name, 18and they assembled all the congregation on the first of the second month, and they declare their births, by their families, by the house of their fathers, in the number of names from a son of twenty years and upward, by their counted heads, 19as YHWH has commanded Moses; and he numbers them in the wilderness of Sinai. 20And the sons of Reuben, Israel's firstborn—their births, by their families, by the house of their fathers, in the number of names, by their counted heads, every male from a son of twenty years and upward, everyone going out to the host— 21their numbered ones, for the tribe of Reuben, are forty-six thousand and five hundred. 22Of the sons of Simeon—their births, by their families, by the house of their fathers, its numbered ones in the number of names, by their counted heads, every male from a son of twenty years and upward, everyone going out to the host— 23their numbered ones, for the tribe of Simeon, [are] fifty-nine thousand and three hundred. 24Of the sons of Gad—their births, by their families, by the house of their fathers, in the number of names, from a son of twenty years and upward, everyone going out to the host— 25their numbered ones, for the tribe of Gad, [are] forty-five thousand and six hundred and fifty. 26Of the sons of Judah—their births, by their families, by the house of their fathers, in the number of names, from a son of twenty years and upward, everyone going out to the host—

Barnes' Notes on the Bible

The enrollment, being taken principally for military purposes (compare Numbers 1:3, Numbers 1:20), would naturally be arranged by hundreds, fifties, etc. (cf. 2Ki 1:9, 2 Kings 1:11, 2 Kings 1:13). In eleven tribes the number enrolled consists of complete hundreds. The difference, in this respect, observable in the case of the tribe of Gad here Numbers 1:25, and of the tribe of Reuben at the later census Numbers 26:7, is probably to be accounted for by the pastoral, and consequently nomadic, habits of these tribes, which rendered it difficult to bring all their members together at once for a census. Judah already takes precedence of his brethren in point of numbers (compare Genesis 49:8 note), and Ephraim of Manasseh (compare Genesis 48:19-20).
