Contextual Overview

1And YHWH speaks to Moses, saying, 2"Speak to Aaron and to his sons, and to all the sons of Israel; and you have said to them: This [is] the thing which YHWH has commanded, saying, 3Any man of the house of Israel who slaughters ox, or lamb, or goat in the camp, or who slaughters [it] at the outside of the camp, 4and has not brought it in to the opening of the Tent of Meeting to bring an offering near to YHWH before the Dwelling Place of YHWH, blood is reckoned to that man—he has shed blood—and that man has been cut off from the midst of his people; 5so that the sons of Israel bring in their sacrifices which they are sacrificing on the face of the field, indeed, they have brought them to YHWH, to the opening of the Tent of Meeting, to the priest, and they have sacrificed sacrifices of peace-offerings to YHWH with them. 6And the priest has sprinkled the blood on the altar of YHWH, at the opening of the Tent of Meeting, and has made incense with the fat for refreshing fragrance to YHWH;7and they do not sacrifice their sacrifices anymore to the goat [idols] after which they are going whoring; this is a continuous statute to them, throughout their generations. 8And you say to them: Any man of the house of Israel, or of the sojourners who sojourns in your midst, who causes burnt-offering or sacrifice to ascend, 9and does not bring it in to the opening of the Tent of Meeting to make it to YHWH—that man has been cut off from his people.

Gill's Notes on the Bible

And the priest shall sprinkle the blood upon the altar of the Lord,.... The altar of burnt: offering, Leviticus 1:5;

[at] the door of the tabernacle of the congregation; near to which it stood, see Leviticus 1:5;

and burn the fat for a sweet savour to the Lord; the fat that covered the inwards, the kidneys, the flanks and caul of the liver; see Leviticus 3:3.

Barnes' Notes on the Bible

Every domesticated animal that was slain for food was a sort of peace-offering Leviticus 17:5. This law could only be kept as long as the children of Israel dwelt in their camp in the wilderness. The restriction was removed before they settled in the holy land, where their numbers and diffusion over the country would have rendered its strict observance impossible. See Deuteronomy 12:15-16, Deuteronomy 12:20-24.

Leviticus 17:4

Blood shall be imputed unto that man - i. e. he has incurred guilt in shedding blood in an unlawful manner.

Cut off - See Exodus 31:14 note.

Leviticus 17:5

Rather, May bring their beasts for slaughter, which they (now) slaughter in the open field. even that they may bring them before Yahweh to the entrance of the tent of meeting unto the priests, and slaughter them as peace-offerings to Yahweh.

Leviticus 17:7

Devils - The word in the original is the “shaggy goat” of Leviticus 4:23. But it is sometimes employed, as here, to denote an object of pagan worship or a demon dwelling in the deserts 2 Chronicles 11:15; Isaiah 13:21; Isaiah 34:14. The worship of the goat, accompanied by the foulest rites, prevailed in Lower Egypt; and the Israelites may have been led into this snare while they dwelt in Egypt.

This law for the slaughtering of animals was not merely to exclude idolatry from the chosen nation. It had a more positive and permanent purpose. It bore witness to the sanctity of life: it served to remind the people of the solemnity of the grant of the lives of all inferior creatures made to Noah Genesis 9:2-3; it purged and directed toward Yahweh the feelings in respect to animal food which seem to be common to man’s nature; and it connected a habit of thanksgiving with the maintenance of our human life by means of daily food. 1 Timothy 4:3-5. Having acknowledged that the animal belonged to Yahweh the devout Hebrew received back its flesh as Yahweh’s gift.
