For he will speak to this peoplewith stammering speechand in a foreign language.
No, but by [men of] strange lips and with another language will he speak to this people;
For by people of strange lips and with a foreign tongue the Lord will speak to this people,
Indeed, He will speak to this people Through stammering lips and a foreign tongue,
So the Lord will use strange words and foreign languages to speak to these people.
Indeed, the LORD will teach this people [in a more humiliating way] By [men with] stammering lips and a foreign tongue,
No, but by [men of] strange lips and with another language will he speak to this people;
For with a stammering tongue and with a strange language shall he speake vnto this people.

So, the Lord will speak to his people in strange sounds and foreign languages.
So with stammering lips, in a foreign accent, [ Adonai ] will speak to this people.
For with stammering lips and a strange tongue will he speak to this people;
So God will use this strange way of talking, and he will use other languages to speak to these people.
For with a difficult speech and with an alien tongue will he speak to this people.
If you won't listen to me, then God will use foreigners speaking some strange-sounding language to teach you a lesson.
For he will speak with stammering and another tongue to this people,
For with stammering lip and other languages, He will speak to this people;
And therfore the LORDE also shal speake wt lispinge lippes and wt a straunge laguage vnto this people, to whom he spake afore of this maner:
Nay, but by men of strange lips and with another tongue will he speak to this people;
No, but with broken talk, and with a strange tongue, he will give his word to this people:
For with stammering lips and with a strange tongue shall it be spoken to this people;
For with stammering lips and another tongue will he speake to this people.
For he that speaketh vnto this people, is euen as one that vseth rudenesse of speache, and a straunge language.
by reason of the contemptuous words of the lips, by means of another language: for they shall speak to this people, saying to them,
Nay, but by men of strange lips and with another tongue will he speak to this people:
For whi in speche of lippe, and in other langage he schal speke to this puple,
No, but by [men of] strange lips and with another tongue he will speak to this people;
For with stammering lips and another tongue will he speak to this people.
For with mocking lips and a foreign tongue he will speak to these people.
For with stammering lips and another tongue He will speak to this people,
So now God will have to speak to his people through foreign oppressors who speak a strange language!
The Lord will speak to these people through men from other lands and in strange languages.
Truly, with stammering lip and with alien tongue he will speak to this people,
For, with a jabbering lip, and with an alien tongue, must he speak unto this people!
For with the speech of lips, and with another tongue he will speak to this people.
Nay, but by men of strange lips and with an alien tongue the LORD will speak to this people,
For by scorned lip, and by another tongue, Doth He speak unto this people.
But that's exactly how you will be addressed. God will speak to this people In baby talk, one syllable at a time— and he'll do it through foreign oppressors. He said before, "This is the time and place to rest, to give rest to the weary. This is the place to lay down your burden." But they won't listen.
Indeed, He will speak to this people Through stammering lips and a foreign tongue,

For with stammering lips and another tongue will he speak to this people. Or "hath spoken" s; as parents and nurses, in a lisping manner, and in a language and tone different from what they use in common, speak unto their children, accommodating themselves according to their capacities and weakness; and so it is a continuation of the method to be used in instructing the Jews, as being like children: or else these words are to be considered as a reason why, since they refused instruction in this plain, easy, and gentle manner, by the ministry of the prophets of the Lord, he would speak to them in a more severe and in a rougher manner in his providences, and bring a people against them of a strange language they understood not, and so should not be able to treat and make peace with them, and who would carry them captive into a strange land; which was fulfilled by bringing the Chaldean army upon them, Jeremiah 5:15 see 1 Corinthians 14:21 and afterwards the Romans.

Barnes' Notes on the Bible
For - This verse is to be understood as a response to what the complaining and dissatisfied people had said, as expressed in the previous verse. God says that he will teach them, but it should be by another tongue - a foreign language in a distant land. Since they refused to hearken to the messages which he sent to them, and which they regarded as adapted only to children, he would teach them in a manner that should be “much more” humiliating; he would make use of the barbarous language of foreigners to bring them to the true knowledge of God.
With stammering lips - The word which is used here is derived from a verb (לעג lâ‛âg), which means to speak unintelligibly: especially to speak in a foreign language, or to stammer; and then to mock, deride, laugh at, scorn (compare Isaiah 33:19; Proverbs 1:26; Proverbs 17:5; Psalms 2:4; Psalms 59:9; Job 22:19). Here it means in a foreign or barbarous tongue; and the sense is, that the lessons which God wished to teach would be conveyed to them through the language of foreigners - the Chaldeans. They should be removed to a distant land, and there, in hearing a strange speech, in living long among foreigners, they should learn the lesson which they refused to do when addressed by the prophets in their own land.
