THE MESSAGE
My Master, God -of-the-Angel-Armies, touches the earth, a mere touch, and it trembles. The whole world goes into mourning. Earth swells like the Nile at flood stage; then the water subsides, like the great Nile of Egypt. God builds his palace—towers soaring high in the skies, foundations set on the rock-firm earth. He calls ocean waters and they come, then he ladles them out on the earth. God , your God, does all this.

Contextual Overview

1 I saw Adonai standing beside the altar, and he said, "Strike the tops of the columns until the thresholds shake! Smash them to pieces on the heads of all the people! Those who remain I will kill with the sword; not one of them will succeed in fleeing, not one of them will escape. 2 If they dig down to Sh'ol, my hand will haul them out; if they climb up to heaven, I will bring them down. 3 If they hide themselves on the top of the Karmel, I will search them out and capture them there; If they hide from me at the bottom of the sea, I will order the serpent to bite them there. 4 If their enemies herd them into exile, I will order the sword to kill them there. I will fix my gaze on them for harm and not for good." 5 For Adonai Elohim -Tzva'ot is the one who can melt the earth with his touch, and make all who live on it mourn. It will all rise, just like the Nile, and then subside, like the Nile in Egypt. 6 He builds his upper rooms in heaven and establishes his sky-vault over the earth. He summons the waters of the sea and pours them out over the earth. Adonai is his name. 7 "People of Isra'el, are you any different from the Ethiopians to me?" asks Adonai . "True, I brought Isra'el up from Egypt, but I also brought the P'lishtim from Kaftor, and Aram from Kir. 8 Look, the eyes of Adonai Elohim are on the sinful kingdom. I will wipe it off the face of the earth, yet I will not completely destroy the house of Ya‘akov," says Adonai . 9 "For when I give the order, I will shake the house of Isra'el, there among all the Goyim, as one shakes with a sieve, letting no grain fall to the ground. 10 All the sinners among my people who say, ‘Disaster will never overtake us or confront us,' will die by the sword.

Gill's Notes on the Bible

And the Lord God of hosts [is] he that toucheth the land, and it shall melt,.... Which is another reason why it is impossible to escape the hands of a sin revenging God, because he is omnipotent as well as omniscient; he is the Lord of all the armies above and below; and if he but touch the land, any particular country, as the land of Israel, it shakes and trembles, and falls into a flow of water, or melts like wax; as when he toucheth the hills and mountains they smoke, being like fuel to fire; see Psalms 104:32;

and all that dwell therein shall mourn; their houses destroyed, their substance consumed, and all that is near and dear to them swallowed up:

and it shall rise up wholly like a flood, and shall be drowned as [by] the flood of Egypt; Psalms 104:32- :.

Barnes' Notes on the Bible

And who is He who should do this? God, at whose command are all creatures. This is the hope of His servants; from where Hezekiah begins his prayer, “Lord of hosts, God of Israel” Isaiah 37:16. This is the hopelessness of His enemies. “That toucheth the land” or “earth, and it shall melt,” rather, “hath melted.” His Will and its fulfillment are one. “He spake, and it was; He commanded and it stood fast” Psalms 33:9. His Will is first, as the cause of what is done; in time they co-exist. He hath no need to put forth His strength; a touch, the slightest indication of His Will, sufficeth. If the solid earth, how much more its inhabitants! So the Psalmist says, “The pagan raged, the kingdoms were moved; He uttered His voice, the earth melted” Psalms 46:6. The hearts of men melt when they are afraid of His presence; human armies melt away, dispersed; the great globe itself shall dissolve into its ancient chaos at His Will.

Clarke's Notes on the Bible

Verse Amos 9:5. The Lord God of hosts is he — So powerful is he that a touch of his hand shall melt or dissolve the land, and cause all its inhabitants to mourn. Here is still a reference to the earthquake. Amos 8:8, where the same images are used.
