THE MESSAGE
"On that Day I'll replace Shebna. I will call my servant Eliakim son of Hilkiah. I'll dress him in your robe. I'll put your belt on him. I'll give him your authority. He'll be a father-leader to Jerusalem and the government of Judah. I'll give him the key of the Davidic heritage. He'll have the run of the place—open any door and keep it open, lock any door and keep it locked. I'll pound him like a nail into a solid wall. He'll secure the Davidic tradition. Everything will hang on him—not only the fate of Davidic descendants but also the detailed daily operations of the house, including cups and cutlery.
New American Standard Bible (1995)
"Then it will come about in that day, That I will summon My servant Eliakim the son of Hilkiah,

Contextual Overview

15 The Lord All-Powerful is sending you with this message for Shebna, the prime minister: 16 Shebna, what gives you the right to have a tomb carved out of rock in this burial place of royalty? None of your relatives are buried here. 17 You may be powerful, but the Lord is about to snatch you up and throw you away. 18 He will roll you into a ball and throw you into a wide open country, where you will die and your chariots will be destroyed. You're a disgrace to those you serve. 19 The Lord is going to take away your job! 20He will give your official robes and your authority to his servant Eliakim son of Hilkiah. Eliakim will be like a father to the people of Jerusalem and to the royal family of Judah. 22 The Lord will put him in charge of the key that belongs to King David's family. No one will be able to unlock what he locks, and no one will be able to lock what he unlocks. 23 The Lord will make him as firm in his position as a tent peg hammered in the ground, and Eliakim will bring honor to his family. 24 His children and relatives will be supported by him, like pans hanging from a peg on the wall. 25 That peg is fastened firmly now, but someday it will be shaken loose and fall down. Then everything that was hanging on it will be destroyed. This is what the Lord All-Powerful has promised.

Gill's Notes on the Bible

And it shall come to pass in that day,.... At the same time that Shebna was deposed from his high station:

that I will call my servant Eliakim, the son of Hilkiah; whom Kimchi thinks was the same with Azariah the son of Hilkiah, who might have two names, and was a ruler over the house of God in the times of Hezekiah, 1 Chronicles 6:13 this man, by the character given him, was a good man, a faithful, diligent, and constant servant of the Lord, and therefore he delighted to raise him to great honour and dignity: he did not seek great things for himself, nor did he thrust himself into the office, but the Lord called him to it in his providence, and put him into it; he did, as Kimchi observes, put it into the heart of Hezekiah to appoint him governor in the room of Shebna. This man was a type of Christ; his name agrees with him which signifies, "my God will raise up"; that is, the dead by him, 1 Corinthians 6:14 and so does the character of a servant, frequently given to Christ in this book; see

Isaiah 42:1 nor did Christ take any office to himself, but was called unto it by his Father, Hebrews 5:4.

Barnes' Notes on the Bible

My servant Eliakim - A man who will be faithful to me; who will be trustworthy, and to whom the interests of the city may be safely confided; a man who will not seek to betray it into the hands of the enemy. Of Eliakim we know nothing more than what is stated here, and in Isaiah 36:0. From that account it appears that he was prefect of the palace; that he was employed in a negotiation with the leader of the army of the Assyrians; and that he was in all things faithful to the trust reposed in him.

The son of Hilkiah - Kimchi supposes that this was the same as Azariah the son of Hilkiah, who might have had two names, and who was a ruler over the house of God in the time of Hezekiah 1 Chronicles 6:13.
