THE MESSAGE
Make an offering of ten percent, a tithe, of all the produce which grows in your fields year after year. Bring this into the Presence of God , your God, at the place he designates for worship and there eat the tithe from your grain, wine, and oil and the firstborn from your herds and flocks. In this way you will learn to live in deep reverence before God , your God, as long as you live. But if the place God , your God, designates for worship is too far away and you can't carry your tithe that far, God , your God, will still bless you: exchange your tithe for money and take the money to the place God , your God, has chosen to be worshiped. Use the money to buy anything you want: cattle, sheep, wine, or beer—anything that looks good to you. You and your family can then feast in the Presence of God , your God, and have a good time.

22 Moses said: People of Israel, every year you must set aside ten percent of your grain harvest. 23 Also set aside ten percent of your wine and olive oil, and the first-born of every cow, sheep, and goat. Take these to the place where the Lord chooses to be worshiped, and eat them there. This will teach you to always respect the Lord your God. 24 But suppose you can't carry that ten percent of your harvest to the place where the Lord chooses to be worshiped. If you live too far away, or if the Lord gives you a big harvest, 25 then sell this part and take the money there instead. 26 When you and your family arrive, spend the money on food for a big celebration. Buy cattle, sheep, goats, wine, beer, and if there are any other kinds of food that you want, buy those too. 27 And since people of the Levi tribe won't own any land for growing crops, remember to ask the Levites to celebrate with you. 28 Every third year, instead of using the ten percent of your harvest for a big celebration, bring it into town and put it in a community storehouse. 29 The Levites have no land of their own, so you must give them food from the storehouse. You must also give food to the poor who live in your town, including orphans, widows, and foreigners. If they have enough to eat, then the Lord your God will be pleased and make you successful in everything you do.

Thou shalt truly tithe all the increase of thy seed,.... This was a different tithe from that which was made and given to the Levites, and out of which a tithe was taken and given to the priests, and which they only ate of; but this, as appears by the following verse, was what the owners themselves ate of, and so the tithing was left to be made by them themselves, and which they were to be sure to make, and to make it truly and faithfully:

that the field bringeth forth year by year; being ploughed and sowed yearly, the produce of it was to be tithed yearly; the Jewish writers t observe on this, that it must be what the earth produces, and is fit for food: and it must be thy seed, which is especially thine, and is not common, but has an owner, and this excludes mushrooms, &c. which thou sowest not, and therefore cannot be called thy seed.

Barnes' Notes on the Bible

These words recall in general terms the command of the earlier legislation respecting tithes (compare Leviticus 27:30; Numbers 18:26), but refer more particularly to the second or festival tithe, which was an exclusively vegetable one.

Clarke's Notes on the Bible

Verse Deuteronomy 14:22. Thou shalt truly tithe — Meaning the second tithe which themselves were to eat, Deuteronomy 14:23, for there was a first tithe that was given to the Levites, out of which they paid a tenth part to the priests, Numbers 18:24-28; Nehemiah 10:37-38. Then of that which remained, the owners separated a second tithe, which they ate before the Lord the first and second year; and in the third year it was given to the Levites and to the poor, Deuteronomy 14:28-29. In the fourth and fifth years it was eaten again by the owners, and in the sixth year was given to the poor. The seventh year was a Sabbath to the land, and then all things were common, Exodus 23:10-11, where see the notes, Exodus 23:11; Exodus 23:11, and see Ainsworth on this verse.
