THE MESSAGE
"He has his eyes on every man and woman. He doesn't miss a trick. There is no night dark enough, no shadow deep enough, to hide those who do evil. God doesn't need to gather any more evidence; their sin is an open-and-shut case. He deposes the so-called high and mighty without asking questions, and replaces them at once with others. Nobody gets by with anything; overnight, judgment is signed, sealed, and delivered. He punishes the wicked for their wickedness out in the open where everyone can see it, Because they quit following him, no longer even thought about him or his ways. Their apostasy was announced by the cry of the poor; the cry of the afflicted got God's attention.

16 If thou nowe haue vnderstanding, heare what I say, and hearken to the voyce of my wordes: 17 May he be a ruler that loueth not right? or may he that is a very innocent man do vngodly? 18 Is it reason that thou shouldest say to the king, Thou art wicked, or thou art vngodly, and that before the princes? 19 God hath no respect vnto the persons of the lordly, and regardeth not the riche more then the poore: for they be al the worke of his handes. 20 In the twinckling of an eye shall they dye, and at midnight when the people and the tirantes rage, then shall they perishe, & be taken away without handes. 21 For his eyes loke vpon the wayes of man, and he seeth all his goinges. 22 There is no darkenesse nor shadowe of death that can hide the wicked doers from him. 23 For God wil not lay vpon man more then he hath sinned, that he should enter into iudgement with him. 24 He shall destroy the mightie without seeking, and shall set other in their steede. 25 Therefore shall he declare their workes: he shall turne the night, and they shalbe destroyed.

Gill's Notes on the Bible

For his eyes [are] upon the ways of man,.... Which denotes the omniscience of God, which reaches to every man, to every individual, and to all men in general; and to their ways, to every step taken by them, to the whole of their lives and conversations, and every action of them; to all their internal and external ways and goings; perhaps the former may be meant in this, and the latter in the following clause. This may denote all their inward thoughts, the workings of their mind, the imaginations of their heart; all their secret purposes, designs, and schemes; and all the desires and affections of their soul; and all these, whether good or bad:

and he seeth all his goings; the whole of his walk and conversation, conduct and behaviour; all his external ways, works, and actions; and these whether of good or bad men, see Psalms 139:1.
