Issachar was the fourth tribe chosen to receive land. The northern border for its clans went from Mount Tabor east to the Jordan River. Their land included the following sixteen towns with their surrounding villages: Jezreel, Chesulloth, Shunem, Hapharaim, Shion, Anaharath, Debirath, Kishion, Ebez, Remeth, En-Gannim, Enhaddah, Beth-Pazzez, Tabor, Shahazumah and Beth-Shemesh. Asher was the fifth tribe chosen to receive land, and the region for its clans included the following towns: Helkath, Hali, Beten, Achshaph, Allammelech, Amad, and Mishal. Asher's southern border ran from the Mediterranean Sea southeast along the Shihor-Libnath River at the foot of Mount Carmel, then east to Beth-Dagon. On the southeast, Asher shared a border with Zebulun along the Iphtahel Valley. On the eastern side their border ran north to Beth-Emek, went east of Cabul, and then on to Neiel, Abdon, Rehob, Hammon, Kanah, and as far north as the city of Sidon. Then it turned west to become the northern border and went to Ramah and the fortress-city of Tyre. Near Tyre it turned toward Hosah and ended at the Mediterranean Sea. Asher had a total of twenty-two towns with their surrounding villages, including Mahalab, Achzib, Acco, Aphek, and Rehob. Naphtali was the sixth tribe chosen to receive land. The southern border for its clans started in the west, where the tribal lands of Asher and Zebulun meet near Hukkok. From that point it ran east and southeast along the border with Zebulun as far as Aznoth-Tabor. From there the border went east to Heleph, Adami-Nekeb, Jabneel, then to the town called Oak in Zaanannim, and Lakkum. The southern border ended at the Jordan River, at the edge of the town named Jehudah. Naphtali shared a border with Asher on the west. The Naphtali clans received this region as their tribal land, and it included nineteen towns with their surrounding villages. The following towns had walls around them: Ziddim, Zer, Hammath, Rakkath, Chinnereth, Adamah, Ramah, Hazor, Kedesh, Edrei, Enhazor, Iron, Migdalel, Horem, Beth-Anath, and Beth-Shemesh.

Contextual Overview

32 For the children of Naphtali the sixth heritage came out, for the children of Naphtali by their families; 33 And their limit was from Heleph, from the oak-tree in Zaanannim, and Adami-hannekeb and Jabneel, as far as Lakkum, ending at Jordan; 34 And turning west to Aznoth-tabor, the limit goes out from there to Hukkok, stretching to Zebulun on the south, and Asher on the west, and Judah at Jordan on the east. 35 And the walled towns are Ziddim, Zer, and Hammath, Rakkath, and Chinnereth 36 And Adamah and Ramah and Hazor 37 And Kedesh and Edrei and En-Hazor 38 And Iron and Migdal-el, Horem and Beth-anath and Beth-shemesh; nineteen towns with their unwalled places. 39 This is the heritage of the tribe of the children of Naphtali by their families, these towns with their unwalled places.

Gill's Notes on the Bible

And the fenced cities [are] Ziddim,.... The later name of Ziddim, according to the Talmud i, was Cepharchitiya, or the village of wheat, perhaps from the large quantity or goodness of wheat there;

Zer is called by Jerom k Sor, and interpreted Tyre, the metropolis of Phoenicia, very wrongly, and, in the tribe of Naphtali;

and Hammath probably was built by the youngest son of Canaan,

Genesis 10:18; or had its name in memory of him; it lay to the north of the land of Israel; see Numbers 34:8;

Rakkath, and Chinnereth; Rakkath according to the Jewish writers l is the same with Tiberias, as Chinnereth with Gennesaret, from whence the lake or sea of Tiberias, and the country and lake of Gennesaret, had their names, often mentioned in the New Testament. Gennesaret was a most delicious and fruitful spot, and fulfilled the prophecy of Moses,

Deuteronomy 33:23; concerning Naphtali.

Barnes' Notes on the Bible

The number of the fortified cities of Naphtali is remarkable, though it does not tally with the catalogue. It was no doubt good policy to protect the northern frontier by a belt of fortresses, as the south was protected by the fenced cities of Judah. Hammath, a Levitical city (compare Joshua 21:32; 1 Chronicles 6:76), is not to be confounded with the Hamath on the northeastern frontier of the land Numbers 13:21. The name (from a root signifying “to be warm”) probably indicates that hot springs existed here; and is perhaps rightly traced in Ammaus, near Tiberias. Rakkath was, according to the rabbis, rebuilt by Herod and called Tiberias. The name (“bank, shore”) suits the site of Tiberias very well. Migdal-el, perhaps the Magdala of Matthew 15:39, is now the miserable village of “El Mejdel.”
