Contemporary English Version
So Moses finished telling the Israelites what they had to do in order to keep the agreement the Lord was making with them in Moab, which was in addition to the one the Lord had made with them at Mount Sinai. Moses called the nation of Israel together and told them: When you were in Egypt, you saw the Lord perform great miracles that caused trouble for the king, his officials, and everyone else in the country. He has even told you, "For forty years I, the Lord , led you through the desert, but your clothes and your sandals didn't wear out, and I gave you special food. I did these things so you would realize that I am your God." But the Lord must give you a change of heart before you truly understand what you have seen and heard. When we first camped here, King Sihon of Heshbon and King Og of Bashan attacked, but we defeated them. Then we captured their land and divided it among the tribes of Reuben, Gad, and East Manasseh. Moses said: Israel, the Lord has made an agreement with you, and if you keep your part, you will be successful in everything you do. Today everyone in our nation is standing here in the Lord 's presence, including leaders and officials, parents and children, and even those foreigners who cut wood and carry water for us. We are at this place of worship to promise that we will keep our part of the agreement with the Lord our God. In this agreement, the Lord promised that you would be his people and that he would be your God. He first made this promise to your ancestors Abraham, Isaac, and Jacob, and today the Lord is making this same promise to you. But it isn't just for you; it is also for your descendants. When we lived in Egypt, you saw the Egyptians worship disgusting idols of wood, stone, silver, and gold. Then as we traveled through other nations, you saw those people worship other disgusting idols. So make sure that everyone in your tribe remains faithful to the Lord and never starts worshiping gods of other nations. If even one of you worships idols, you will be like the root of a plant that produces bitter, poisonous fruit. You may be an Israelite and know all about the Lord 's agreement with us, but he won't bless you if you rebel against him. You may think you can get away with it, but you will cause the rest of Israel to be punished along with you. The Lord will be furious, and instead of forgiving you, he will separate you from the other tribes. Then he will destroy you, by piling on you all the curses in The Book of God's Law, and you will be forgotten forever. The Lord will strike your country with diseases and disasters. Your descendants and foreigners from distant countries will see that your land has become a scorching desert of salt and sulfur, where nothing is planted, nothing sprouts, and nothing grows. It will be as lifeless as the land around the cities of Sodom, Gomorrah, Admah, and Zeboiim, after the Lord became angry and destroyed them. People from other nations will ask, "Why did the Lord destroy this country? Why was he so furious?" And they will be given this answer: Our ancestors worshiped the Lord , but after he brought them out of Egypt and made an agreement with them, they rejected the agreement and decided to worship gods that had never helped them. The Lord had forbidden Israel to worship these gods, and so he became furious and punished the land with all the curses in The Book of God's Law. Then he pulled up Israel by the roots and tossed them into a foreign country, where they still are today. The Lord our God hasn't explained the present or the future, but he has commanded us to obey the laws he gave to us and our descendants.

Contextual Overview

1 These are the words of the agreement which Moses was ordered by the Lord to make with the children of Israel in the land of Moab, in addition to the agreement which he made with them in Horeb. 2 And Moses said in the hearing of all Israel, You have seen all the Lord did before your eyes in the land of Egypt to Pharaoh and to all his servants and all his land; 3 The great tests which your eyes saw, and the signs and wonders: 4 But even to this day the Lord has not given you a mind open to knowledge, or seeing eyes or hearing ears. 5 For forty years I have been your guide through the waste land: your clothing has not become old on your backs, or your shoes on your feet. 6 You have had no bread, or wine, or strong drink: so that you might see that I am the Lord your God. 7 When you came to this place, Sihon, king of Heshbon, and Og, king of Bashan, came out to make war against us and we overcame them: 8 And we took their land and gave it to the Reubenites and the Gadites and the half-tribe of Manasseh, for their heritage. 9 So keep the words of this agreement and do them, so that it may be well for you in everything you do.

Gill's Notes on the Bible

These [are] the words of the covenant,.... Not what go before, but follow after, in the next chapters, to the end of the book; in which are various promises of grace, and promises of good things, both with respect to Jews and Gentiles, intermixed with other things:

which the Lord commanded Moses to make with the children of Israel in the land of Moab; or to declare unto them, and acquaint them with, they being now in the plains of Moab, ready to enter into the land of, Canaan:

besides the covenant which he made with them at Horeb: or Sinai; which Jarchi interprets, besides the curses in Leviticus, delivered on Sinai; he seems to have respect to Leviticus 26:14. This covenant was different from that at Sinai, spoken of Exodus 24:8; being made not only at a different time, at near forty years' distance, and at a different place, nor Sinai; but when Israel were come nearer Mount Sion, and were actually possessed of part of their inheritance, the land of promise, that part of the land of Moab which the two kings of the Amorites had seized and dwelt in, whom Israel had dispossessed; and with different persons, that generation being dead, excepting a very few, which were at Sinai: but it was different as to the substance and matter of it, it not only including that, and being a renewal of it, as is generally thought, but containing such declarations of grace which had not been made before, not only respecting the repenting and returning Israelites, but the Gentiles also; for this covenant was made with the stranger, as well as with Israel, Deuteronomy 29:11; and relates to the times of the Messiah, the call of the Gentiles, the conversion of the Jews, and their return to their own land in the latter day.

Barnes' Notes on the Bible

Clarke's Notes on the Bible

CHAPTER XXIX

A recapitulation of God's gracious dealings with Israel, 1-8.

An exhortation to obedience, and to enter into covenant with

their God, that they and their posterity may be established

in the good land, 9-15.

They are to remember the abominations of Egypt, and to avoid

them, 16, 17.

He who hardens his heart, when he hears these curses, shall be

utterly consumed, 18-21.

Their posterity shall be astonished at the desolations that

shall fall upon them, 22, 23;

shall inquire the reason, and shall be informed that the Lord

has done thus to them because of their disobedience and

idolatry, 24-28.

A caution against prying too curiously into the secrets of the

Divine providence, and to be contented with what God has

revealed, 29.

NOTES ON CHAP. XXIX

Verse Deuteronomy 29:1. These are the words of the covenant — This verse seems properly to belong to the preceding chapter, as a widely different subject is taken up at Deuteronomy 29:2 of this; and it is distinguished as the 69th verse in some of the most correct copies of the Hebrew Bible.

Commanded Moses to make — לכרת lichroth, to cut, alluding to the covenant sacrifice which was offered on the occasion and divided, as is explained, Genesis 15:18.

Beside the covenant which he made - in Horeb. — What is mentioned here is an additional institution to the ten words given on Horeb; and the curses denounced here are different from those denounced against the transgressors of the decalogue.
