Contextual Overview

7 And the wrath of the Lord came on Israel because they had done evil against the Lord their God, who took them out of the land of Egypt from under the yoke of Pharaoh, king of Egypt, and had become worshippers of other gods, 8 Living by the rules of the nations whom the Lord had sent out from before the children of Israel. 9 And the children of Israel did secretly against the Lord their God things which were not right, building high places for themselves in all their towns, from the tower of the watchmen to the walled town. 10 They put up pillars of stone and wood on every high hill and under every green tree: 11 Burning their offerings in all the high places, as those nations did whom the Lord sent away from before them; they did evil things, moving the Lord to wrath; 12 And they made themselves servants of disgusting things, though the Lord had said, You are not to do this. 13 And he gave witness to Israel and Judah, by every prophet and seer, saying, Come back from your evil ways, and do my orders and keep my rules, and be guided by the law which I gave to your fathers and sent to you by my servants the prophets. 14 And they did not give ear, but became stiff-necked, like their fathers who had no faith in the Lord their God. 15 And they went against his rules, and the agreement which he made with their fathers, and his laws which he gave them; they gave themselves up to things without sense or value, and became foolish like the nations round them, of whom the Lord had said, Do not as they do. 16 And turning their backs on all the orders which the Lord had given them, they made for themselves images of metal, and the image of Asherah, worshipping all the stars of heaven and becoming servants to Baal.

Gill's Notes on the Bible

And walked in the statutes of the heathen, whom the Lord cast out from before the children of Israel,.... Meaning the Canaanites, in whose idolatrous ways they walked, and whom they imitated; though their ejection out of the land should have been a warning to them, and they were the more inexcusable, as they were particularly cautioned against walking in them, Leviticus 18:3

and of the kings of Israel, which they had made; their laws and statutes, to worship the golden calves, and not go up to Jerusalem to worship.

Barnes' Notes on the Bible

Idolatry was worse in the Israelites than in other nations, since it argued not merely folly and a gross carnal spirit, but also black ingratitude Exodus 20:2-3. The writer subdivides the idolatries of the Israelites into two classes, pagan and native - those which they adopted from the nations whom they drove out, and those which their own kings imposed on them. Under the former head would come the great mass of the idolatrous usages described in 2 Kings 17:9-11, 2 Kings 17:17; “the high places” 2Ki 17:9, 2 Kings 17:11; the “images” and “groves” 2 Kings 17:10; the causing of their children to “pass through the fire” 2 Kings 17:17; and the “worship of the host of heaven” 2 Kings 17:16 : under the latter would fall the principal points in 2 Kings 17:12, 2Ki 17:16, 2 Kings 17:21.

Which they had made - “Which” refers to “statutes.” The lsraelites had “walked in the statutes of the pagan, and in those of the kings of Israel, which (statutes) they (the kings) had made.”
