As we continue to fight the war on terror, we express our gratitude to our troops whose valor over the last three years provided freedom to the Iraqis, while protecting our liberty here at home.

Al Zarqawi had a long history of terrorism. He was responsible for several bombings and beheadings in Iraq, including Pennsylvania native Nicholas Berg.

We must continue to ensure law enforcement has the necessary tools to combat terrorism here at home. We must also work with our allies and provide our military with the weapons and protective gear they need to defeat terrorism abroad.

It is frightening that in recent years such an increase has occurred in acts of terrorism, which have even reached peaceful countries such as ours. And as a 'remedy', more and more security forces are established to protect the lives of individual men and women.

Let me be very clear: We monitor the risks of violent extremism taking root here in the United States. We don't have the luxury of focusing our efforts on one group; we must protect the country from terrorism whether foreign or homegrown, and regardless of the ideology that motivates its violence.

A democratic and stable Iraq and Afghanistan are essential to our broader efforts to make no place safe for terrorists and to win the War on Terrorism.

However, as our brave men and women continue to return from the battlefields of the War on Terror, Congress must respond by enacting policies that meet the evolving needs of the veterans community.

We can fight the War on Terrorism in other places around the world or we can fight it here in America. The right choice is to fight those terrorists where they are.

The first time I got up in front of an audience was terror, abject terror, which continued for another four or five years. There still is, a little bit.

So a truthful assessment of how America is doing in the war on terror as a result of President Bush's war on Iraq is that we have been set back by decades.

America has lost the moral high ground with the rest of the world, and we have fewer allies as a result. President Bush and his administration have undermined the war on terror by using tactics outlawed by international treaty and condemned by even our closest friends.
