Administrator; born County Meath, Ireland, 1720; died Lima, Peru, 1810. He was educated at Cadiz and after emigrating to South America entered the Spanish engineers' corps. His talent and energy were recognized and he was ultimately made Marquis of Orsorno and Viceroy of Peru.
