Syria and Israel condemned (17:1-14)
This message belongs to the time of Ahaz, when Israel and Syria joined forces to attack Judah. The two attackers will themselves be destroyed (17:1-3). Israel in particular will suffer, because the nation has turned away from God. Throughout the nation, however, the scattered few remain faithful to God and these will be spared. They are likened to the odd pieces of fruit that remain on the trees after the harvest has been gathered (4-6).
The judgments will be so severe that some of the people will turn from their idolatry and cry to God for help. But for Israel as a whole there will be no help. The nation has followed Canaanite religious practices, and its destruction will be a fitting divine punishment (7-9). People plant sacred gardens and dedicate them to foreign gods, in the hope that this will bring rapid growth in their crops. But if they succeed in getting quick crops, those crops will be trampled and destroyed by the invading army (10-11).
By contrast the nation that remains faithful to God will be protected. Enemies may come against it like a flood, but (to change the illustration) they will be turned back like chaff blown by the wind (12-14).

"In that day shall their strong cities be as the forsaken places in the wood, and on the mountain top, which were forsaken from before the children of Israel; and it shall be desolate. For thou has forsaken the God of thy salvation, and hast not been mindful of the Rock of thy strength; therefore thou plantest pleasant plants, and settest it with strange slips. In the day of thy planting thou hedgest it in, and in the morning thou makest thy seed to blossom; but the harvest fleeth away in the day of grief and of desperate sorrow."
What could more logically have been given a place at this point in the prophecy? It had just been pointed out that Ephraim had adopted the idolatrous religion of the pagans. Very well! God here explained what that really meant for his rebellious children. First (in Isaiah 17:9) he pointed out that those very groves and hill-tops where the pagan altars were located were absolutely deserted by their worshippers, the pagan gods and goddesses the people adored being totally helpless to stand before the conquering armies of Joshua. Ephraim would not learn from that experience; so here God said, "It shall happen again!" Just as the pagan gods could not help those who were driven out of Palestine to make room for Israel will also be unable to do anything to help the Israelites who have foolishly taken up their false worship. The text bluntly stated it: "And it SHALL BE desolate." Then, when Israel came into Canaan, it WAS desolate. Now that Israel has adopted paganism, it SHALL be desolate.
"The sense here is that Israel shall be punished with a desolation like that which the former inhabitants experienced at the hands of the Israelites."

In the day ... - Thou shalt cultivate it assiduously and constantly. Thou shalt be at special pains that it may be watered and pruned, in order that it may produce abundantly.
And in the morning - With early care and attention - denoting the pains that would be bestowed on the young plant.
The harvest shall be a heap - The margin reads this, ‘the harvest shall be removed in the day of inheritance, rendering it as if the word נד nêd usually meaning a heap, were derived from נוד nûd, to shake, move, wander; or, as if it were to be removed. Probably the translation in the text is correct; and the sense is, ‘When from the plant which was so beautiful and valuable, and which you cherished with so much care, you expected to obtain a rich harvest, you had only sorrow and inexpressible disappointment.’ The figure used here is supposed by Rosenmuller to be that of hendiadys (ἕν διὰ δυοῖν hen dia duoin)by which the phrases ‘shall be an heap,’ and ‘desperate sorrow,’ are to be taken together, meaning ‘the heap of the harvest shall be inexpressible sorrow.’
In the day of grief - The word rendered ‘grief’ here (נחלה nachălâh) means, properly, “inheritance, heirship, possession,” and should have been so rendered here. It means that in the day when they “hoped” to possess the result of their planting, or in the time of the usual harvest, they would obtain only grief and disappointment.
And desperate sorrow - The word rendered ‘desperate’ (אנשׁ 'ânash), denotes that which is “weak, mortal, incurable” Job 34:6; Jeremiah 17:16; Jeremiah 30:12, Jeremiah 30:15. The sense here is, that there would be grievous disappointment, and that there would be no remedy for it; and the idea of the whole is, that calamities were coming upon the nation which would blast all their hopes, and destroy all their prospects. The prophecy was fulfilled in the invasion by Tiglath-pileser, and the army of the Assyrians.
The twelfth verse commences a new prophecy, which has no connection with that which precedes it; and which in itself gives no certain indication of the time when it was uttered, or of the people to which it relates. It is a broken and detached piece, and is evidently the description of some army rushing to conquest, and confident of success, but which was to be overtaken with sudden calamity. The entire description is so applicable to the invasion of the land of Judah by the army of Sennacherib, and his overthrow by the angel of Yahweh, that by the common consent of interpreters it has been regarded as referring to it (see the notes at Isaiah 10:0). But when it was spoken, or why it was placed here, is unknown. It may be added that many commentators, and, among the rest, Gesenius, have supposed that the following chapter is a part of this prophecy. The general sense of the prophecy is, that numerous hostile nations would overrun Palestine, but that Yahweh would destroy them all.

11.In the day. This denotes the incessant labor which is bestowed on plants and seeds. Yet we might understand by it the fruit which is yielded, as if a vine newly planted would immediately produce wine. And this agrees with the next clause, in which the morning is put for the day. This appears to denote sudden maturity, unless perhaps this also be supposed to denote carefulness, because from the very earliest dawn they will devote themselves to labor.
The words are somewhat ambiguous; for some render them, “the removing of the branch on the day of affliction.” But as
It might also be rendered a Collector; and yet I do not choose to dispute keenly about those two significations, for the meaning will be the same, provided that
This is a very severe punishment, and undoubtedly proceeds from the curse of God; for if he who has no possession be driven out and banished from a country, he will not be rendered so uneasy as the man who has well cultivated fields, and particularly if he has bestowed his labor on them for a long time. In this manner the Lord determined to punish the Israelites, because they abused the fertility of the country and grew wanton amidst their abundance. A similar punishment is also threatened against the wicked in general terms, that “in vain do they rise early, and vex themselves with unremitted toil;” for they gain nothing by it. (Psalms 127:2). On the other hand, it is declared that they who trust in the Lord will undoubtedly receive the reward of their toil, for the blessing of God will accompany their labors. (Psalms 128:2).

Chapter 17
Now he turns his prophecy against Damascus, which, of course, was the capital of Syria. Now Syria and the Northern Kingdom of Israel had confederated together to stand against Assyria. As Assyria became a very definite threat, Syria knew that she could not stand against Assyria alone so she sought to confederate with Ephraim and Manasseh, the major tribes of the Northern Kingdom. And they were hoping by a confederation to stop the Assyrian invasion. And so he prophesies first against Damascus, but then he begins to weave in also Ephraim and Manasseh, declaring that even through their confederation they will not be able to withstand the Assyrian invasion that they were going to all of them fall at the hands of the Assyrians.
The burden of Damascus. Behold, it is taken away from being a city, and it is going be a ruinous heap ( Isaiah 17:1 ).
The Assyrians are going to just smash down Damascus.
The cities of Aroer are forsaken ( Isaiah 17:2 ):
And in these places where the cities once existed, they will now be herding their flocks of sheep and it will be so desolate from people that the sheep won't even be bothered by people. The sheep will be grazing in what was once the cities of Syria.
The fortress also shall cease from Ephraim ( Isaiah 17:3 ),
Coming down now to the Northern Kingdom of Israel.
and the kingdom from Damascus, and the remnant of Syria: they shall be as the glory of the children of Israel, saith the LORD of hosts. And in that day it shall come to pass, that the glory of Jacob shall be made thin, and the fatness of his flesh shall wax [thin,] lean. And it shall be as when the harvestman gathereth the corn, and reapeth the ears with his arm; and it shall be as he that gathereth ears in the valley of Rephaim. Yet gleaning grapes shall be left in it, and the shaking of an olive tree, two or three berries in the top ( Isaiah 17:3-6 )
In other words, God is declaring that the inhabitants are going to be destroyed. They will be like the gleaning of an olive tree. There will just be a few berries on the top. There will be just a few grapes left on the vine, but it's like the Assyrians have come through and harvested and wiped out the majority of people and just a few people remain.
The Assyrians were extremely cruel people. According to the record of history, there were many cities, which, when were surrounded by the Assyrian army and it was obvious that there was no chance of escape, much like Masada the entire populace of the city would commit suicide. Rather than to be captured by the Assyrians, because they treated their captives so cruelly. They would pull out their tongues. They would gouge out their eyes. They would commit all kinds of atrocities against the captives. And so people were extremely fearful of Assyria and would oftentimes, entire cities you'd have a mass suicide rather than being taken captive by these Assyrians.
That is why Jonah did not want to go to Nineveh to declare the judgment of God, because he was afraid that the Ninevites might repent and God wouldn't wipe them out. And so he had no intention of going. When God said, "Go to Nineveh and warn them My judgment is coming," Jonah took off the other way because he wanted God to wipe Nineveh out. And he was afraid if he went and preached, they might repent and God would... He knew God was gracious and merciful and God might relent and not wipe them out. So that's why Jonah took off the other way. He was a true patriot. He wanted Assyria, the Ninevites to be wiped out.
In fact, you remember that Jonah was sitting out there pouting after the whole thing. God says, "What's the matter? You have any right to be upset?" "You bet your life I have a right to be upset. This is exactly what I thought was going to happen. I knew You were merciful and gracious. I knew that they might repent and that You would forgive them. Now You haven't wiped them out." Boy, he was mad! And it's interesting what God said. "The reason why I didn't wipe them out is because there are a hundred and twenty thousand little children in that city that are so small that they don't even know their right hand from their left hand." God's mercy upon the children and for the children's sake spared the city. But we'll get to the story of Jonah later, but it gives you...
Here the whole thing is fitting together. Assyria is getting ready to move against Moab, getting ready to move against Syria and against the Northern Kingdom of Israel and they are all going to fall. The Northern Kingdom of Israel is going to be left just a few people. Just like a few berries in the top of the olive tree. Just a few grapes in a vineyard that has already been harvested. Just the gleaning.
At that day shall a man look to his Maker, and his eyes shall have respect to the Holy One of Israel ( Isaiah 17:7 ).
Those that remain will be turning to God.
He will not look to the altars ( Isaiah 17:8 ),
That they have created. The worship of Baal and the groves and so forth that they have made. The false worship for which God's judgment came against them.
In that day shall his strong cities be as a forsaken bough, and an uppermost branch, which they left because of the children of Israel: and there shall be desolation. Because you hast forgotten the God of your salvation, you have not been mindful of the Rock of your strength, therefore you shall plant pleasant plants, and shall set it with strange slips: In the day shalt thou make thy plant to grow, and in the morning that thou shall make thy seed to flourish: but the harvest shall be a heap in the day of grief and of desperate sorrow ( Isaiah 17:9-11 ).
So because they had forgotten God, they had turned away from Him and were worshipping these other gods, the reason why God has allowed this judgment using Assyria as His tool of judgment to destroy Syria and the Northern Kingdom of Israel with its capital Samaria. But yet, though Assyria is used as a tool of God's judgment, God turns His word against Assyria.
Woe to the multitude of many people, which make a noise like the noise of the seas ( Isaiah 17:12 );
In other words, the noise of their armies coming is just like the roar of the sea.
and to the rushing of nations, that make a rushing like the rushing of mighty waters! The nations shall rush like the rushing of many waters: but God shall rebuke them, and they shall flee far off, and shall be chased as the chaff of the mountains before the wind, and like a rolling thing before the whirlwind. And behold at eveningtide trouble; and before the morning he is not ( Isaiah 17:12-14 ).
God will wipe them out. In the evening they'll be there, but in the morning they'll not be there. Now here is a hint at the destruction of the Assyrians. The Assyrians did come. They did conquer the Northern Kingdom of Israel. They did conquer Moab. They did even go down and conquer Ashdod and on down into Egypt and Ethiopia. But they did not conquer Judah. Now here in Judah, as the Assyrians were coming and all, Hezekiah was the king, and Isaiah was his counselor; he was saying, "Hey, don't worry about it. They're not going to conquer us. Don't be afraid. God is going to stand for us. Now don't worry about it. You're not going to have to fight this battle. This is the Lord's battle. He is going to stand up and fight for us." And Isaiah was telling him, "Hey, you don't have to worry about this. God's going to take care of things."
But, of course, Hezekiah was busy building the tunnel from the spring of Gihon over the pool of Siloam to bring the water into the city so that they would have water in the city when the Assyrians invaded and cut the city off and all. But yet, all the while Isaiah was encouraging the king to trust in the Lord that God would deliver. And the Assyrians brought their invading army against Jerusalem. And they were making all of their threats; the Rabshakeh said to the men, "Where is the God of the Samarians? Where is the God of the Syrians? Where is the God of the Egyptians? We wiped them all out. Don't let Hezekiah lead you into a false trust of your God saying our God will deliver. What God is able to deliver from the hand of the Assyrians?" And blaspheming God.
Isaiah said, "Watch this now. God's going to take care of him. Don't worry about it, Hezekiah." Hezekiah took the letter, he spread it out before the Lord; he wept. He said, "God, look what they're saying. Look what they're doing." And an angel of the Lord went through the camp of the Assyrians and in one night he wiped out 185,000 of their frontline troops. When the Israelis awoke in the morning and looked over the wall to see their enemy, they were nothing but corpses on the ground. In a night, in the morning they'll not be there. And of course, the Lord... We'll get out into a little bit further where... Actually there were so many corpse that the birds and the beasts feed on them for a long time. You can imagine what a feast that would be for vultures. Hundred and eighty-five thousand carcasses to feed on. "In the evening time, trouble; and before the morning it's gone, they are not."
This is the portion of them that spoil us, and the lot of them that rob us ( Isaiah 17:14 ).
This is God's judgment against Assyria. "

Dr. Constable's Expository Notes
The land would be a desolation because the Israelites forgot their God and tried to supply their own needs independent of Him. The description of cultivating plants in these verses represents a pagan custom designed to secure the favor of local gods. Rather than trusting in their saving God, the Israelites had planted little seedlings of faith in idols. The Israelites’ horticultural attempts had been frustrating, as had their attempts to produce satisfaction in life and divine help by pursuing other gods.
"What kind of a gardener is he who plants thistles and expects roses! Folly is Israel’s action; she turns to the idols and expects protection." [Note: Young, 1:472.]

In the day shall thou make thy plant to grow,.... Not that it is in the power of man to make it grow; but the sense is, that all means and methods should be used to make it grow, no cost nor pains should be spared:
and in the morning shall thou make thy seed to flourish; which may denote both diligence in the early care of it, and seeming promising success; and yet all should be in vain, and to no purpose:
[but] the harvest [shall be] a heap in the day of grief; or "of inheritance"; when it was about to be possessed and enjoyed, according to expectation, it shall be all thrown together in a heap, and be spoiled by the enemy: or, "the harvest" shall be "removed in the day of inheritance" w; just when the fruit is ripe, and going to be gathered in, the enemy shall come and take it all away; and so, instead of being a time of joy, as harvest usually is, it will be a time of grief and trouble,
and of desperate sorrow too, or "deadly"; which will leave them in despair, without hope of subsistence for the present year, or of having another harvest hereafter, the land coming into the hands of their enemies.

9 In that day shall his strong cities be as a forsaken bough, and an uppermost branch, which they left because of the children of Israel: and there shall be desolation. 10 Because thou hast forgotten the God of thy salvation, and hast not been mindful of the rock of thy strength, therefore shalt thou plant pleasant plants, and shalt set it with strange slips: 11 In the day shalt thou make thy plant to grow, and in the morning shalt thou make thy seed to flourish: but the harvest shall be a heap in the day of grief and of desperate sorrow.
Here the prophet returns to foretel the woeful desolations that should be made in the land of Israel by the army of the Assyrians. 1. That the cities should be deserted. Even the strong cities, which should have protected the country, shall not be able to protect themselves: They shall be as a forsaken bough and an uppermost branch of an old tree, which has gone to decay, is forsaken of its leaves, and appears on the top of the tree, bare, and dry, and dead; so shall their strong cities look when the inhabitants have deserted them and the victorious army of the enemy pillaged and defaced them, Isaiah 17:9; Isaiah 17:9. They shall be as the cities (so it may be supplied) which the Canaanites left, the old inhabitants of the land, because of the children of Israel, when God brought them in with a high hand, to take possession of that good land, cities which they built not. As the Canaanites then fled before Israel, so Israel should now flee before the Assyrians. And herein the word of God was fulfilled, that, if they committed the same abominations, the land should spue them out, as it spued out the nations that were before them (Leviticus 18:28), and that as, while they had God on their side, one of them chased a thousand, so, when they had made him their enemy, a thousand of them should flee at the rebuke of one; so that in the cities should be desolation, according to the threatenings in the law, Leviticus 26:31; Deuteronomy 28:51. 2. That the country should be laid waste, Isaiah 17:10; Isaiah 17:11. Observe here, (1.) The sin that had provoked God to bring so great a destruction upon that pleasant land. It was for the iniquity of those that dwelt therein. "It is because thou hast forgotten the God of thy salvation and all the great salvations he has wrought for thee, hast forgotten thy dependence upon him and obligations to him, and hast not been mindful of the rock of thy strength, not only who is himself a strong rock, but who has been thy strength many a time, or thou wouldst have been sunk and broken long since." Note, The God of our salvation is the rock of our strength; and our forgetfulness and unmindfulness of him are at the bottom of all sin. Therefore have we perverted our way, because we have forgotten the Lord our God, and so we undo ourselves. (2.) The destruction itself, aggravated by the great care they took to improve their land and to make it yet more pleasant. [1.] Look upon it at the time of the seedness, and it was all like a garden and a vineyard; that pleasant land was replenished with pleasant plants, the choicest of its own growth; nay, so nice and curious were the inhabitants that, not content with them, they sent to all the neighbouring countries for strange slips, the more valuable for being strange, uncommon, far-fetched, and dear-bought, though perhaps they had of their own not inferior to them. This was an instance of their pride and vanity, and (that ruining error) their affection to be like the nations. Wheat, and honey, and oil were their staple commodities (Ezekiel 27:17); but, not content with these, they must have flowers and greens with strange names imported from other nations, and a great deal of care and pains must be taken by hot-beds to make these plants to grow; the soil must be forced, and they must be covered with glasses to shelter them, and early in the morning the gardeners must be up to make the seed to flourish, that it may excel those of their neighbours. The ornaments of nature are not to be altogether slighted, but it is a folly to be over-fond of them, and to bestow more time, and cost, and pains about them than they deserve, as many do. But here this instance seems to be put in general for their great industry in cultivating their ground, and their expectations from it accordingly; they doubt not but their plants will grow and flourish. But, [2.] Look upon the same ground at the time of harvest, and it is all like a wilderness, a dismal melancholy place, even to the spectators, much more to the owners; for the harvest shall be a heap, all in confusion, in the day of grief and of desperate sorrow. The harvest used to be a time of joy, of singing and shouting (Isaiah 16:10; Isaiah 16:10); but this harvest the hungry eat up (Job 5:5), which makes it a day of grief, and the more because the plants were pleasant and costly (Isaiah 17:10; Isaiah 17:10) and their expectations proportionably raised. The harvest had sometimes been a day of grief, if the crop was thin and the weather unseasonable; and yet in that case there was hope that the next would be better. But this shall be desperate sorrow, for they shall see not only this year's products carried off, but the property of the ground altered and their conquerors lords of it. The margin reads it, The harvest shall be removed (into the enemy's country or camp, Deuteronomy 28:33) in the day of inheritance (when thou thoughtest to inherit it), and there shall be deadly sorrow. This is a good reason why we should not lay up our treasure in those things which we may so quickly be despoiled of, but in that good part which shall never be taken away from us.
