Here we see a guide line for CP if it is to be an effect deterrent.
This is perhaps the main reason CP is not effect as a deterrent in the United States. Often there are six to twelve to even twenty years from the time the crime is committed until CP is rendered. By the time of execution people have forgotten all about the crime!
