As the sun travels through the sky it marks (speaks, commands) the times and seasons (see Genesis 1:14) . The condensing of the light at the sun when at the horizons, a condensing of milk into curdles. A going around of the sun from one horizon to the other.

Qal Perfect 3 plural קָֽפְאוּ תְהֹמֹת Exodus 15:8 (song) the deeps were condensed, became firm walls; Imperfect יקפאון Zechariah 14:6 Kt (i.e. יִקְמָּא֑וּן [possible is also יִקָּפֵא֑וּן

Niph`al]) Thes and others glorious(?) ones [stars] shall contract (dwindle), but read Qr וְמָּאוֺן see following Participle הַקֹּפְאִים עַלאשִׁמְרַיהֶם Zephaniah 1:12 the men who are thickening on their lees (easy-going men, under figure of undisturbed wine).

קָפָא to contract oneself, to draw oneself together (cogn. to גָּבָא, syn. גָּבַן), specially

(1)  to draw up the feet, to sit with the feet drawn up, Zephaniah 1:12 (compare Jeremiah 48:11).

(2) to curdle, to coagulate as milk (see Hiph.); poet. of the water of the sea, Exodus 15:8 [speaking of a literal miracle].
