Gesenius' Hebrew and Chaldee Definition

שָׁטַר Arab. سطر to write, whence Part. שֹׁטֵר prop. a scribe. (LXX. γραμματεύς, γραμματοεισαγωγεύς. Syr. ܣܳܦܪܐܳ), hence from the art of writing having in very ancient times been especially used forensically (compare כָּתַב letter d, ٍاتب a scribe and judge, Gr. γράφειν, γράφεσθαι), a magistrate, prefect of the people (comp. Arab. سَيْطَرَ to excel in any thing, followed by على, مُسَيْطِرُ a prefect. Targ. סָרֵךְ, סַרְכָן, Vulg. magister, dux, exactor. Specially, שֹׁטְרִים is used of

(a) the prefects of the people of Israel in Egypt, -Ex. 5:619 ; and in the desert, Numbers 11:16 (used of the seventy elders); Deuter. 20:9 29:9 31:28 Joshua 1:10, 3:2 8:33 23:2 24:1.

(b) magistrates in the towns of Palestine, Deuteronomy 16:18; 1 Chronicles 23:4, 26:29 2 Chronicles 19:11, 34:13. Used of the superior magistrates, Proverbs 6:7 and 2 Chronicles 26:11 (where there is no need to understand a military officer, as a census of soldiers might be taken by a civil magistrate).
