Gesenius' Hebrew and Chaldee Definition

זָעַם fut. יִזְעֹם Numbers 23:8, and יִזְעַם Proverbs 24:24 (Arab. زغم Conj. V. to foam at the mouth, speaking of a camel, to speak angrily. Of the same origin is the German Schaum, fchäumen, the English to scum, to skim, the French écume, comp. also זָעַף), hence

(1) to be very angry with any one, often with the added idea of punishment; to pour out anger upon any one, followed by an accusative, Malachi 1:4. Zechariah 1:12, עָרֵי יְהוּדָה אֲשֶׁר זָעַמְתָּה “the cities of Judah which have borne thy anger” (lit. “which thou hast been angry with”). Isaiah 66:14 followed by עַל Daniel 11:30. Part. זְעוּם יְהֹוָה Proverbs 22:14.

(2) to curse, with an accusative, Numbers 23:7, Numbers 23:8; Proverbs 24:24; Micah 6:10.

Niphal, as though it had been the passive of Hiph. to be made angry, to be enraged, to be provoked to anger. Proverbs 25:23, פָּנִים נִזְעָמִים “an enraged countenance,” i.e. one that is morose. Vulg. facies tristis (comp. זָעַף). Hence
