Three Psalms commence thus (93, 97, 99); they each end with the thought of "holiness" (the last has the word "holy" three times), indicating that, when He reigns, "all will be holy" (Isaiah 23:18 . Zechariah 14:20 , Zechariah 14:21 ). This explains the cry of the Zoa (Revelation 4:8 ), because His judgments will prepare the way for His reign.
