The city’s workers from all the tribes of Israel will cultivate it.
Those who labor in the city, out of all the tribes of Yisra'el, shall until it.
And they that serve the city shall serve it out of all the tribes of Israel.
And the workers of the city, from all the tribes of Israel, shall till it.

Isra'el then said to Yosef, "You see that I am dying, but God will be with you and will bring you back to the land of your ancestors.
Adonai your God has multiplied your numbers, so that there are as many of you today as there are stars in the sky.
His firstborn bull — glory is his; his horns are those of a wild ox; With them he will gore the peoples, all of them, to the ends of the earth. These are the myriads of Efrayim; these are the thousands of M'nasheh."
Adonai will bring the king of Ashur on you, your people and your father's house. These will be days worse than any you've known since Efrayim broke loose from Y'hudah."

And they that serve the city shall serve it out of all the tribes of Israel. Whether they be civil magistrates, or ministers of the word, they shall be of Israel, and be Israelites indeed; and shall be taken out of the several tribes; some out of one tribe, and some out of another; all shall have the honour, as well as the labour, of serving the church and interest of Christ; yea, all true Israelites shall contribute as much as in them lies to the service of it.

Ezekiel 48:19
Of old the city belonged to Benjamin and Judah, and its inhabitants were mainly from these tribes. Now all the tribes are to have equal part in it, and avoid jealousies (compare 2 Samuel 19:43).
